Job Overview: The Humanitarian Access and Safety (HAS) Technical Officer plays a crucial role in ensuring the safety and security of NRC operations in Mozambique, particularly in the Pemba area. This position involves supporting the implementation of NRC's HAS policies and procedures, which are essential for enabling a principled humanitarian response. The officer will work closely with the Area Manager and the HAS Manager to monitor and assess security risks, develop access strategies, and ensure compliance with safety protocols. The role requires a proactive approach to identifying and mitigating risks, as well as fostering a culture of safety among staff and partners. The officer will also be responsible for conducting training sessions and drills to prepare staff for various safety scenarios, ensuring that all personnel are equipped with the knowledge and skills necessary to operate safely in challenging environments.
Duties and Responsibilities: The duties and responsibilities of the Humanitarian Access and Safety Technical Officer include:
Supporting the implementation of the NRC Global HAS Management System at the area level, preparing reports, and executing area-focused elements of the HAS Operational Plan.
Contributing to a culture of safe and principled humanitarian response by implementing Safe and Inclusive Programming Minimum Standards.
Developing area-level HAS documents, including contingency plans and access strategies, in line with organizational standards.
Maintaining an understanding of the humanitarian context in the area and briefing management on key security developments and access challenges.
Assisting with Security Risk Assessments (SRAs) and access assessments, collaborating with management to identify and implement mitigation measures.
Conducting drills and training staff on access, safety, and security topics.
Liaising with UN agencies, NGOs, and local authorities to share and obtain security information.
Ensuring compliance with NRC policies and procedures, particularly regarding HAS.
Preparing and facilitating HAS induction sessions for new staff and conducting regular briefings. 1
Conducting site assessments for new rental premises and ensuring safety measures are implemented. 1
Monitoring vehicle and staff movements according to procedures. 1
Facilitating staff hibernation or relocation in emergencies and promoting safeguarding principles within NRC.
Required Qualifications: The required qualifications for the Humanitarian Access and Safety Technical Officer position include a minimum of one to two years of relevant experience in humanitarian or development operations. Candidates should have a foundational understanding of humanitarian principles and their application in programmatic and advocacy responses, as well as experience in safety and risk management. Proficiency in MS Office applications, particularly Word and Excel, is essential.
