Job Overview:
The CPC Chair position is a senior-level role within UNOPS that focuses on compliance and oversight of contracts and procurement processes. The Chair will lead the Contracts and Property Committee (CPC), ensuring that all contracts for goods and services above a specified monetary threshold are compliant with UNOPS Financial Regulations and Rules. This role is critical in maintaining the integrity of procurement processes and asset management within the organization. The CPC Chair will provide strategic and operational oversight, manage case reviews, and facilitate Review Committee meetings. The position also involves advising senior management, promoting best practices, and contributing to knowledge management and capacity building within the organization. The CPC Chair will be responsible for fostering a collaborative working environment and ensuring that the Review Committee operates efficiently and effectively, adhering to established policies and procedures. This position is a maternity cover, but qualified candidates not selected may be considered for future openings.

Duties and Responsibilities:
  • Case Management: The CPC Chair will assume responsibility for reviewing all types of procurement cases, including regular and Emergency Procurement (EPP) cases. This includes preparing minutes and recommendations, ensuring compliance with Financial Regulations and Rules, and providing guidance on asset management and disposal. The Chair will also support the Chief, CPC in maintaining a contract review program and encourage continuous improvement in contracting processes.
  • Meeting Facilitation: The Chair will oversee the administrative tasks necessary for the Review Board’s functioning, including performance reporting and member qualifications mapping. They will convene and preside over Review Committee meetings, ensuring that outputs maintain high-quality standards and reflect deliberations accurately.
  • Knowledge Management: The CPC Chair will supervise one team member and coordinate with other CPC Chairs to ensure timely case reviews. They will develop training for new committee members, implement reporting mechanisms to identify bottlenecks, and support policy formulation by tracking procurement patterns. The Chair will also collaborate with internal stakeholders to identify opportunities for efficiency measures and assist in developing best practices for the Review Committee process.

Required Qualifications:
The ideal candidate for the CPC Chair position must possess a Master's Degree in a relevant field. Alternatively, a first-level university degree (Bachelor’s Degree) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in Procurement is desired but not mandatory. The candidate should have a strong understanding of compliance management, contract management, and risk management, as well as experience in stakeholder engagement and training development.

Educational Background:
A Master's Degree is required for this position. Candidates with a first-level university degree (Bachelor’s Degree) may be considered if they have two additional years of qualifying experience. Certification in Procurement is preferred but not essential.

Experience:
Candidates must have a minimum of 7 years of progressively responsible experience in procurement, supply chain management, project/contract management, or logistics support. Experience with UNOPS regulations and rules is highly desirable, as is prior experience as a member of the Contracts and Property Committee (CPC).

Languages:
Fluency in English is required for this position. Proficiency in French and Spanish is desirable but not mandatory. Candidates should be able to communicate effectively in English, both verbally and in writing, and should have the ability to engage with stakeholders in multiple languages if necessary.
