Job Overview:
The Project Analyst position is situated within the Indonesia Resident Mission (IRM) of the Southeast Asia Department (SERD) at ADB. The role is crucial for supporting country operations, particularly in portfolio management and administration functions. The Project Analyst will be responsible for providing analytical and implementation support to projects in assigned sectors, coordinating with relevant government agencies to address project issues, and ensuring effective project administration assessments and coordination for project processing. The position requires a proactive approach to managing project-related tasks, including tracking project performance, ensuring compliance with ADB guidelines, and facilitating communication between various stakeholders. The Project Analyst will also participate in missions and contribute to the development and implementation of capacity-building activities for agencies involved in ADB-financed projects.

Duties and Responsibilities:
The Project Analyst will undertake a variety of responsibilities, including but not limited to: supporting the project team lead with project administration tasks such as reviewing bid documents, preparing project performance reports, and drafting project correspondences; expediting procurement and contract awards by ensuring compliance with EA obligations; tracking project closing dates and seeking necessary approvals for extensions; processing disbursements for projects by following up with EAs on withdrawal applications; compiling data and statistics on contract awards and disbursements for reporting purposes; monitoring and analyzing actual awards and disbursements against targets; ensuring data integrity in ADB's operational systems; serving as the first point of contact for information requests from government agencies; coordinating responses to external partners and stakeholders; participating in project missions and contributing to the preparation of project documentation; and alerting the country operations team about key project issues and risks.

Required Qualifications:
Candidates must possess a Bachelor's degree in a relevant discipline such as economics, social development, engineering, or a related field. Additionally, a minimum of 5 years of relevant work experience is required, particularly in international agencies. Candidates should have a solid understanding of the operational processes of a multilateral development bank and experience in supporting the implementation and monitoring of projects funded by such institutions. Proficiency in computer-based applications for spreadsheets, graphics, and database management is essential, along with excellent oral and written communication skills in English. Experience in guiding junior staff and collaborating with individuals from diverse cultural backgrounds is also necessary.

Educational Background:
The educational requirement for this position is a Bachelor's degree in a relevant field, which may include economics, social development, engineering, or other related disciplines. This educational background is essential to ensure that the candidate has the foundational knowledge necessary to perform the analytical and administrative functions required of a Project Analyst.

Experience:
The position requires at least 5 years of relevant work experience, particularly in roles that involve supporting project implementation and monitoring within international agencies. Candidates should have experience in collecting and organizing project information, preparing reports, and engaging with government and external stakeholders. Familiarity with the operational processes of a multilateral development bank is highly desirable, as is experience in managing complex projects and collaborating with various partners.

Languages:
Proficiency in English is mandatory for this position, as excellent oral and written communication skills are required to effectively engage with stakeholders and prepare project documentation. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if it facilitates better engagement with local partners and stakeholders in Indonesia.

Additional Notes:
This position is a local staff appointment, open only to nationals and permanent residents of Indonesia. It is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. After the initial term, ADB may choose to renew the appointment based on various factors, including the staff's performance and the organization's needs.
