Job Overview:
The Compliance and Policy Lead (CPL) will play a crucial role in the Independent Redress Mechanism (IRM) Unit of the GCF, primarily responsible for executing and managing the Advisory and Compliance Review functions of the IRM. This position is a short-term appointment for six months, aimed at supporting the IRM during a maternity leave. The CPL will report directly to the Head of the IRM and will operate with a high level of autonomy. The role involves leading compliance appraisals and investigations related to complaints from project-affected individuals, ensuring adherence to international best practices. The CPL will manage all aspects of the compliance review process, including crafting terms of reference for investigations, organizing missions to project sites, conducting stakeholder interviews, managing budgets, and producing relevant documentation such as compliance appraisal reports and case monitoring reports. The CPL will also provide guidance on policy matters and support the Head of the IRM in identifying lessons learned from casework to improve GCF performance and outcomes.
Duties and Responsibilities:
The duties and responsibilities of the Compliance and Policy Lead include: leading the compliance review function, including compliance appraisals, investigations, and monitoring of complaints; managing compliance cases and resource allocation in coordination with the Head of IRM; ensuring full documentation of all related activities; overseeing the development and implementation of recommendations to prevent and address non-compliance with GCF policies; participating in monitoring activities under proactive prevention and detection initiatives; providing guidance on compliance reviews and investigations; preparing procedural and substantive communications related to compliance reviews; liaising with GCF counterparts and professional networks; managing IRM compliance investigations and assigned staff members; supervising the formulation of detailed compliance investigation reports; ensuring continued monitoring of cases; preparing statistics and information for reporting to the Ethics and Audit Committee and the GCF Board; and prioritizing and planning the use of resources and budget to achieve required outputs and results.
Required Qualifications:
The position requires a Master’s degree in a relevant field such as compliance, law, public administration, management, or governance. Alternatively, a Bachelor's degree in relevant fields with an additional two years of relevant experience may be considered in lieu of the Master’s degree requirement. Candidates must have a minimum of fifteen (15) years of relevant experience, with at least ten (10) years in leading compliance reviews and investigations of complaints, preferably at the international level, or project experience in implementing international Environmental/Social standards. Strong analytical and legal skills, excellent knowledge of compliance review techniques, and the ability to manage sensitive information are essential. Candidates should also possess strong advocacy and liaison skills, the ability to communicate effectively with stakeholders, and a demonstrated capacity to produce thorough reports and assessments.
Educational Background:
Candidates must hold a Master’s degree in a relevant subject area such as compliance, law, public administration, management, or governance. A Bachelor's degree in relevant fields may be considered if accompanied by additional relevant experience. The educational background should provide a solid foundation in compliance and policy matters, as well as an understanding of environmental and social standards.
Experience:
Candidates should have a minimum of fifteen (15) years of relevant experience, with at least ten (10) years specifically in leading compliance reviews and investigations of complaints or grievances, ideally at the international level. Experience in project implementation related to international Environmental/Social standards is also required. Familiarity with working in a developing country context is essential, as is the ability to manage and impart sensitive information effectively.
Languages:
Fluency in English, both written and spoken, is mandatory, along with excellent drafting skills. Familiarity with other UN languages is considered an advantage, enhancing the candidate's ability to communicate with a diverse range of stakeholders.
