Job Overview:
The Senior Technical Officer (STO), Systems Developer is responsible for leading the design, development, integration, enhancement, and maintenance of electronic supply chain management information systems. This role is crucial for supporting the efficient management of health commodities and logistics-operations" style="border-bottom: 1px dotted #007bff !important;">logistics operations in collaboration with the Ministry of Health in Tanzania and various implementing partners. The incumbent will focus on developing innovative digital solutions that enhance data visibility, inventory management, forecasting, reporting, interoperability, and evidence-based decision-making. The position requires a high level of technical expertise in software development, database programming, API development, and digital health technologies, ensuring compliance with the standards set by the U.S. Department of State, FHI 360, and the Government of Tanzania. The STO will work under limited supervision and will report to the Senior Technical Advisor, HMIS & Digital Health, while collaborating with various stakeholders to analyze requirements and develop software solutions that strengthen data quality and enhance system performance.

Duties and Responsibilities:
The duties and responsibilities of the Senior Technical Officer include leading the design and development of supply chain management information systems, overseeing application and database performance, and supporting continuous improvement of data quality and reporting processes. The STO will analyze business and technical requirements to translate them into effective software applications and integrations. They will manage application performance, strengthen data quality, and collaborate with government counterparts and project teams to implement system enhancements. Additionally, the STO will provide technical assistance and mentorship to stakeholders, maintain technical documentation, and ensure the functionality and integrity of supply chain information systems. The role also involves developing dashboards and reporting tools to support evidence-based decision-making and monitoring of supply chain performance.

Required Qualifications:
Candidates must possess a comprehensive knowledge of software development methodologies, including the Software Development Life Cycle (SDLC) and Agile practices. They should have strong knowledge of health supply chain systems and logistics management processes, as well as proficiency in programming languages such as .NET, Java, Python, PHP, and JavaScript. Experience in systems integration, API development, and database management is essential. Candidates should also demonstrate strong analytical and problem-solving skills, with the ability to communicate complex technical concepts effectively to both technical and non-technical audiences. Familiarity with cloud computing and digital health platforms is an added advantage.

Educational Background:
A Bachelor’s degree in Computer Science, Computer Engineering, Information Technology, Health Informatics, Data Science, or related fields is required, along with at least six years of relevant work experience. A Master’s degree in a related field is preferred and may enhance a candidate's qualifications. Certifications such as Microsoft Certified: Azure Developer Associate, AWS Certified Developer Associate, and others related to digital health and software development are also advantageous.

Experience:
The position requires a minimum of six years of progressively responsible experience in software development, systems integration, and digital health systems. Candidates should have a proven track record in developing and supporting web-based applications and digital health solutions, as well as experience in managing and optimizing application performance and databases. Knowledge of health supply chain systems and experience in public-sector digital transformation initiatives are highly desirable.

Languages:
Fluency in English is mandatory, and proficiency in Swahili is highly desirable. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is full-time and based in Dar es Salaam, Tanzania. The expected hiring salary range for this role is TZS 68,000,000 - 90,000,000 annually.
