Job Overview:
The Protection from Violence Programme Development Manager will play a critical role in the design, development, and implementation of the Protection from Violence (PfV) program in Haiti. This position is essential for addressing the pressing issues of violence and protection risks faced by individuals and communities in the region. The PfV program aims to mitigate the impact of violence, enhance the safety and dignity of affected populations, and promote social reintegration and cohesion. The manager will oversee the PfV team, ensuring that program objectives align with NRC's country strategy and global priorities. This role requires a proactive approach to program development, compliance with NRC policies, and collaboration with various stakeholders to ensure the program's relevance and effectiveness.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a senior project implementation role within a humanitarian or recovery context. An advanced academic qualification in a relevant field such as law, social sciences, or related disciplines is required. A clear understanding of protection issues, legal frameworks, and professional standards in humanitarian contexts is essential. Candidates should have experience working in complex and volatile environments, particularly in protection case management and community-based interventions. Documented results related to job responsibilities and knowledge of self-leadership skills are also necessary.
Educational Background:
The ideal candidate should have an advanced academic qualification in a relevant field, such as law, social sciences, or related disciplines. This educational background is crucial for understanding the complexities of protection issues and the legal frameworks that govern humanitarian work.
Experience:
Candidates should have a minimum of 3 years of relevant experience in a senior project implementation role, particularly in humanitarian or recovery contexts. Experience in protection case management, community-based interventions, and working in complex and volatile environments is highly valued. Additionally, experience in developing and implementing new protection programs, including evaluation and strategy development, is essential.
Languages:
Fluency in both English and French, both written and verbal, is mandatory for this position. Knowledge of Haitian Creole is considered an asset, as it will facilitate communication with local communities and stakeholders.
Additional Notes:
The position is based in Port-au-Prince, Haiti, and offers a fixed national contract signed with ECSI or an international contract for 12 months, which is renewable subject to funding and performance. The role requires approximately 40% travel to areas of intervention. The salary is classified as grade 9 on NRC’s salary scale, accompanied by terms and conditions that reflect the organization's commitment to diversity and inclusion. - Direct supervision of the PfV team, including performance management, setting individual objectives, and providing regular support and follow-up.
- Development of organizational charts, hiring processes, and staff training plans to ensure a well-functioning team.
- Updating and developing the PfV strategy, technical standard operating procedures (SoPs), guidelines, and Macro Log-frames (MLF) in alignment with regional and global strategies.
- Ensuring compliance with NRC policies and the Global PfV Strategy, including adherence to relevant tools, handbooks, and guidelines.
- Defining and adapting the PfV program to meet the needs of the Haitian context, ensuring it is evidence-based and relevant.
- Aligning development strategies for protection services with national strategies and global protection frameworks.
- Leading proposal writing and program development processes to diversify funding sources.
- Engaging with stakeholders to promote the PfV program and ensure its sustainability.
