Job Overview:
The Regional Technical, Evidence and Learning Director (TEQ) is a pivotal leadership role within the Africa Regional Program Team at Mercy Corps. This position is responsible for enhancing technical excellence, promoting evidence use, fostering learning, and ensuring program quality across Mercy Corps' initiatives in Africa. The TEQ Director collaborates closely with country teams, regional leadership, and technical advisors to provide the necessary expertise and resources for designing and implementing high-quality programs that yield sustainable impacts. The role emphasizes the importance of utilizing Mercy Corps' program models and technical frameworks to improve program effectiveness and support organizational learning. Additionally, the TEQ Director plays a crucial role in strategic business development, positioning Mercy Corps as a leader in innovative, evidence-driven programming across the continent.

Required Qualifications:
Candidates for the Regional Technical, Evidence and Learning Director position must possess a detailed understanding of finance, operations, and administration mechanisms that support grant/project implementation. They should demonstrate strategic thinking and problem-solving abilities at an organizational level, along with confident communication skills for donor relations and inter-agency coordination. The ability to manage multiple issues simultaneously, especially in emergencies, is essential. Candidates should also have a strong commitment to safeguarding and ethical practices in their work.
Educational Background:
The educational background required for this position includes a BA/BS or equivalent in international development, political or social science, public administration, or business management. A Master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in international development and humanitarian work.
Experience:
Candidates should have at least 7 years of field experience in senior management roles related to technical support and advisory, as well as direct program development and implementation. Experience in managing large, geographically dispersed teams and mentoring staff is crucial. Additionally, candidates should have demonstrated technical and evidence generation experience in areas relevant to Mercy Corps' mission and objectives.
Languages:
Fluency in written and spoken English is required for this position. Proficiency in French or another language spoken in the region is considered an asset, enhancing communication and collaboration with diverse stakeholders across Africa.
Additional Notes:
The role is open to both national and international candidates, with the successful applicant being based in one of the African countries where Mercy Corps operates. The position requires up to 30% travel within the region, which may involve visiting insecure locations with limited amenities. Mercy Corps emphasizes ongoing learning, allowing team members to dedicate 5% of their time to personal and professional development activities. - Developing and implementing a regional technical and evidence strategy aligned with the P2P framework.
- Supporting country teams in the execution of their strategies and annual plans.
- Collaborating with the Regional Programs Director to drive impactful regional strategies.
- Ensuring high-quality technical input in proposals and program designs.
- Supervising Regional Technical Advisors and fostering a high-performing technical team.
- Ensuring country teams have access to technical support and resources for quality program delivery.
- Leading capacity strengthening initiatives and promoting best practices across programs.
- Supporting program development and implementation, including identifying funding opportunities.
- Engaging in prepositioning efforts and representing Mercy Corps in external forums. 1
- Overseeing MEL technical support and promoting evidence-driven programming.
