Job Overview:
The Macroeconomic Frameworks Resident Advisor position is a critical role within the Southeast Europe Technical Assistance Center (SEETAC), which is dedicated to supporting economic development in several countries including Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Moldova. The advisor will play a pivotal role in enhancing the macroeconomic forecasting and analytical capabilities of government institutions in these countries. This involves delivering tailored technical assistance (TA) projects that may include developing Excel-based sectoral relationship frameworks, semi-structural gap models, or DSGE models. The advisor will also engage in capacity development activities through training and peer-to-peer learning, working closely with IMF staff and short-term experts to ensure effective implementation of projects that align with the specific needs of each country.

Duties and Responsibilities:
The primary duties and responsibilities of the Macroeconomic Frameworks Resident Advisor include delivering technical assistance and training on macroeconomic frameworks to support forecasting and policy analysis in central banks and ministries of finance. The advisor will develop medium-term projects and annual workplans in collaboration with country authorities and development partners. Coordination with development partners is essential to promote complementarity and avoid duplication of efforts. The advisor will also contribute to the broader work program of SEETAC, which includes participating in steering committee meetings, periodic reporting, outreach activities, and conferences. The advisor will report to the SEETAC Director on operational matters while working under the technical guidance of IMF staff based at headquarters.

Required Qualifications:
Candidates for the Macroeconomic Frameworks Resident Advisor position must possess a postgraduate degree (Master’s or PhD) in Economics or a related field. Additionally, candidates should have a minimum of fourteen years of relevant professional experience if holding a Master’s degree, or ten years if holding a PhD. Practical knowledge of the IMF’s financial programming framework is essential. Candidates should also demonstrate experience in macroeconomic modeling and forecasting, with proficiency in relevant software such as Matlab, Python, EViews, Dynare, and Iris being advantageous. Strong relationship management, negotiation, and influencing skills are critical, as the role involves developing relationships with national authorities. The ability to coordinate technical assistance and training with various stakeholders is also required.

Educational Background:
The educational background required for this position includes a postgraduate degree in Economics or a closely related field. A Master’s degree is the minimum requirement, while a PhD is preferred. This advanced education should be complemented by extensive knowledge and understanding of macroeconomic principles and practices, particularly in the context of forecasting and policy analysis.

Experience:
The position requires a significant level of experience, specifically at least fourteen years of relevant professional experience in macroeconomic forecasting for candidates with a Master’s degree, or ten years for those with a PhD.
