Job Overview:
The Project Development and Reporting Officer will play a crucial role in supporting the coordination and facilitation of project development and donor reporting in the fields of migration management and emergency response. This position requires close collaboration with the Chief of Mission, Project Managers, and relevant units at the Regional Office and Headquarters. The officer will be responsible for developing results-based programs and projects, drafting concept notes and project proposals, and ensuring compliance with IOM and donor requirements. The role also involves researching funding opportunities, maintaining effective relationships with donors and partners, and conducting capacity-building activities for staff. The officer will contribute to knowledge management by maintaining accurate records of project development and reporting files.

Duties and Responsibilities:
The duties and responsibilities of the Project Development and Reporting Officer include:
  • Supporting the development of results-based programs and projects in coordination with the Chief of Mission, Project Managers, and relevant stakeholders.
  • Reviewing resource requirements and documenting programmatic needs, gaps, and opportunities.
  • Contributing to the alignment of projects with IOM's global, regional, and country strategies.
  • Assisting in the endorsement process for concept notes and project proposals.
  • Drafting donor reports in collaboration with relevant units in accordance with IOM policies and standards.
  • Researching potential funding opportunities and reviewing calls for proposals.
  • Drafting donor profiles and guidance notes on donor priorities.
  • Supporting effective working relationships with donor counterparts and project partners.
  • Drafting visibility and resource mobilization materials and organizing donor briefings and visits. 1
  • Conducting capacity-building and training activities for CO staff. 1
  • Maintaining accurate records of correspondences and reporting files in IOM's software applications. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for this position include:
  • A Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Experience in supporting results-based project development and reporting, technical writing, and editing, preferably in the international development or humanitarian sector.
  • Work experience in donor relations and grant management for specific donors of IOM’s interest.
  • Confirmed experience in donor report writing in humanitarian and/or development settings.
  • Familiarity with Results Based Management approaches and strategic planning.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related area from an accredited institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Candidates should have experience in supporting results-based project development and reporting, technical writing, and editing, particularly in the international development or humanitarian sectors. Experience in donor relations and grant management is also essential, along with confirmed experience in writing donor reports in humanitarian and/or development contexts.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. Knowledge of French is considered an advantage. IOM’s official languages are English, French, and Spanish, and proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to international recruitment, and candidates are required to be mobile. The appointment will be contingent upon funding confirmation and all necessary clearances, including medical and security" style="border-bottom: 1px dotted #007bff !important;">security checks. The selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
