Job Overview:
The Technical Advisor on Fiscal and Climate Policy will play a crucial role in providing specialized analytical, policy, and coordination support to the Ministry of Finance. This position aims to enhance the integration of climate considerations into fiscal and macroeconomic planning. Duties and Responsibilities:
The Technical Advisor will be responsible for a comprehensive set of duties, including:
Required Qualifications:
Candidates must possess a Master's degree in economics, Applied Economics, Development Economics, Public Finance, Fiscal Policy, Macroeconomics, Public Administration, or a closely related field. A Bachelor's degree in a related discipline with an additional 2 years of relevant work experience (totaling 7 years) may be accepted in lieu of an advanced degree. Specialized training or certification in macroeconomic modelling, fiscal risk analysis, climate finance, or public financial management is also desired. A PhD in a relevant field is considered an asset.
Educational Background:
The educational requirements for this position include a Master's degree in a relevant field such as economics or public finance. Candidates with a Bachelor's degree may qualify if they have additional relevant work experience. Specialized training in areas such as macroeconomic modelling or climate finance is preferred, and a PhD is advantageous.
Experience:
A minimum of 5 years of relevant professional experience is required, particularly in public financial management, fiscal policy design, macroeconomic analysis, or climate-related economic analysis. Experience should ideally be gained in ministries of finance, central banks, or multilateral institutions. Proven capacity to develop and apply decision-making tools related to fiscal stress testing or climate risks is essential. Experience in providing technical support to government ministries in climate-fiscal reforms is also desired, particularly in Southeast Europe or EU candidate countries.
Languages:
Fluency in English is mandatory, while proficiency in French, Spanish, Arabic, Chinese (Mandarin), or Russian is considered desirable but not required. Candidates should demonstrate strong communication skills in English, as it is the primary working language.
Additional Notes:
This position is a home-based role, meaning the incumbent will not work from a UNOPS office but will operate from government facilities. The contract is for 12 months, with a maximum of 220 working days, and there is a possibility of extension based on performance and funding availability. The selected candidate may need to undertake periodic missions to Montenegro, with up to two missions per year expected, each lasting up to one week. The contract modality will be evaluated based on the candidate's nationality and residence permit.

- Supporting the alignment of fiscal policy, public financial management, and macroeconomic planning with Montenegro’s NDC 3.0 commitments and EU Green Agenda requirements.
- Conducting a diagnostic phase involving workshops and consultations with Ministry of Finance directorates to assess existing methodologies, processes, and data availability.
- Delivering a diagnostic report that identifies gaps and institutional needs for integrating climate-related risks into macroeconomic and fiscal analysis.
- Identifying institutional needs and priorities for macro-fiscal climate integration and providing technical support for their incorporation into planning processes.
- Developing a phased approach for decision-support tools and frameworks, including a macroeconomic or fiscal assessment tool.
- Facilitating the testing and refinement of tools through applied use cases and providing training to Ministry staff.
- Preparing technical manuals and documentation to ensure long-term applicability of the tools.
- Strengthening institutional capacity through targeted training and workshops on climate fiscal policy and macroeconomic analysis.
- Supporting policy development through analytical papers and guidance notes on climate-related fiscal risks and green public finance reforms. 1
- Coordinating with relevant institutions to ensure coherent implementation of fiscal and climate policies. 1
- Participating in technical working groups and presenting analyses to senior government officials. 1
- Undertaking periodic missions to Montenegro to support stakeholder consultations and validate analytical outputs.
