Job Overview:
The Programme Officer for the Displacement Tracking Matrix (DTM) will be responsible for supporting all aspects of DTM programme coordination, implementation, and monitoring in Venezuela. This role involves coordinating and monitoring the implementation of DTM activities and field assessments, utilizing multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and returnee assessments. The successful candidate will participate in the development and implementation of data collection and analysis exercises in alignment with the DTM strategic and operational plan in the country. They will identify gaps and areas for improvement, propose solutions to enhance data collection and analysis procedures, and develop information products on DTM, including analytical reports, displacement profiles, maps, and infographics. Additionally, the officer will assist in managing the field reporting mechanism, facilitate the integration of cross-cutting issues, and support capacity building of DTM field staff and operational partners.

Duties and Responsibilities:
The duties and responsibilities of the Programme Officer include coordinating and monitoring the implementation of DTM activities, conducting field assessments, and ensuring the timely collection of data related to displacement and population mobility. The officer will develop and implement data collection and analysis exercises, identify gaps in current methodologies, and propose improvements. They will create various information products, manage the field reporting mechanism, and ensure compliance with data protection principles. The officer will also follow up on logistical and administrative arrangements for DTM implementation, assist with recruitment processes, organize training sessions, and engage with partners and local authorities on displacement data management. Additionally, the officer may be required to undertake duty travel related to project implementation and training.

Required Qualifications:
Candidates must possess a Master’s degree in Information Management, Computer Science, Political or Social Science, law" style="border-bottom: 1px dotted #007bff !important;">International Law, Humanitarian Affairs, or a related field from an accredited academic institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. Experience in emergency response, humanitarian assistance, data collection, research, report writing, and project implementation in a humanitarian context is essential. Familiarity with data protection guidelines and principles is also required, along with experience in writing technical documents and compiling diverse datasets.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Information Management, Computer Science, Political or Social Science, International Law, or Humanitarian Affairs from an accredited institution. Candidates with a University degree in these fields must have additional years of relevant professional experience to qualify for the position. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have experience in emergency response and humanitarian assistance, particularly in implementing early recovery activities. Candidates should have a proven track record in data collection, research, and report writing, as well as experience working with data protection guidelines. Experience in project implementation within a humanitarian context is crucial, along with the ability to write technical documents and translate specifications into technical briefs for data capture and analysis.

Languages:
Fluency in English and Spanish is required for this position, both oral and written. Knowledge of IOM’s official languages, which include English, French, and Spanish, is mandatory. A working knowledge of French is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is internationally recruited, and candidates are required to be mobile. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
