Job Overview: The Project Manager, P-5 position at UNICEF involves providing senior-level project management, strategic coordination, and surge capacity to ensure organizational readiness for the relocation to Diamniadio. The role requires reporting to the Representative and benefiting from matrix management by the Deputy Representative-Operations. The Project Manager will oversee the PBR process, workforce implementation, relocation operations, logistics coordination, and change management, ensuring effective staff engagement and support throughout the transition. This position is critical in managing complex organizational transformations and facilitating multi-stakeholder projects, particularly in the context of facility relocation and operational changes.
Duties and Responsibilities: The duties and responsibilities of the Project Manager include:
Leading the PBR process and UNHMU workforce implementation, ensuring a finalized PBR package, including affordability analysis, job descriptions, and organizational charts.
Executing a comprehensive recruitment plan to deliver complete staffing for UNHMU by the end of November 202
Coordinating relocation and facilities management, including developing a master relocation and handover workplan, executing a decommissioning plan for current premises, and finalizing business continuity protocols.
Managing change and staff support through the establishment of a validated Change Management Task Force Workplan, a functioning Staff Inquiry System, and executing Staff Support Plan workshops.
Ensuring ongoing communication and stakeholder engagement strategies are developed and implemented effectively throughout the project lifecycle.
Required Qualifications: To qualify for this position, candidates must possess an advanced university degree (Master’s or equivalent) in Project Management, Business Administration, Public Administration, Operations Management, Change Management, or a related field. Additionally, candidates should have a minimum of 10 years of progressively responsible professional experience in project management, large-scale organizational change management, facility relocation, or complex operational transformations within international organizations. Proven expertise in managing multi-stakeholder projects and complex workforce transitions is essential, along with strong knowledge of organizational design and workforce planning processes.
Educational Background: Candidates must hold an advanced university degree (Master’s or equivalent) in relevant fields such as Project Management, Business Administration, Public Administration, Operations Management, or Change Management. This educational background is crucial for understanding the complexities of project management and organizational transformation.
Experience: The position requires a minimum of 10 years of progressively responsible professional experience in project management, particularly in large-scale organizational change management, facility relocation, or complex operational transformations.
