Job Overview:
The Senior Programme Associate will work under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Programme Support & Donor Liaison Officer. This position is crucial for contributing to the identification, design, and development of new programmes and projects for IOM Libya, including support for the Benghazi Sub-Office. The role involves conducting needs assessments, data analysis, stakeholder consultations, and drafting concept notes and proposals that align with donor priorities and IOM Libya's strategic objectives. The Senior Programme Associate will also support project cycle management, reporting, donor liaison, programme/resource management functions, knowledge management, compliance documentation, and provide technical support to programme units. This position requires a proactive approach to ensure that all project development processes are coordinated effectively and that all documentation meets IOM standards and donor requirements.

Duties and Responsibilities:
The Senior Programme Associate will be responsible for a variety of duties including:
  • Supporting the identification, design, and development of new programmes and projects, particularly for the Benghazi Sub-Office, through comprehensive needs assessments, data analysis, and stakeholder consultations.
  • Drafting concept notes and proposals that align with donor priorities and IOM Libya's strategic objectives.
  • Coordinating project development processes and ensuring timely preparation of project reports and related documentation in compliance with IOM standards and donor requirements.
  • Maintaining effective working relationships with donors, government counterparts, and partners, contributing to communication, reporting, and follow-up on project revisions, modifications, and extensions.
  • Monitoring budget utilization, tracking project progress, and ensuring compliance with operational and administrative requirements to support accurate programme implementation records.
  • Providing technical and administrative support to programme units, including capacity building on project development processes and donor requirements.
  • Supporting the integration of institutional frameworks in project development, monitoring, and reporting processes.
  • Undertaking duty travel as required to provide programme development and coordination support.
  • Performing other relevant duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Public Administration, Business Administration, Economics, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a High School diploma with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, Public Administration, Business Administration, Economics, or a related field. Candidates with a High School diploma must have additional years of relevant professional experience to qualify for the role.

Experience:
The position requires candidates to have significant experience in project development, project cycle management, reporting, donor liaison, and partnership support. Candidates should have experience preparing concept notes, proposals, briefing materials, narrative reports, and related project documentation. Additionally, experience coordinating with governmental authorities, donors, United Nations agencies, national/international institutions, and non-governmental organizations is essential. Experience in supporting programme/resource management functions, including budget monitoring and compliance follow-up, is also required. Prior work experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage.

Languages:
Fluency in one of the IOM's official languages (English, French, Spanish) is mandatory for all staff members. For this position, fluency in English (oral and written) is required. A working knowledge of Arabic and/or French is desirable. The proficiency of the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
