Job Overview:
The Fleet Manager position is crucial for managing the vehicle fleet for emergency operations within the Country Management Support Units (CSUs). The incumbent will facilitate logistics and administrative activities related to the vehicle fleet, coordinating actions with other fleet support staff. This role involves direct supervision of a large team of drivers and requires adherence to WHO policies, rules, and regulations. The Fleet Manager will be responsible for ensuring that transportation services are provided efficiently and effectively, supporting budget centers, and ensuring compliance with organizational policies. The position demands a proactive approach to managing vehicle requests, scheduling transport, and overseeing maintenance and repairs, all while ensuring safety and compliance with regulations.

Duties and Responsibilities:
The Fleet Manager will perform a variety of duties including: receiving and reviewing transport requests from booking applications, proposing transport schedules for supervisor approval, preparing and monitoring driver work schedules, planning vehicle maintenance, and ensuring proper documentation for repairs. The manager will issue fuel supply vouchers with the approval of the Team Lead, assist in regular technical checks of the vehicle fleet, and ensure that all vehicles are compliant with safety regulations before deployment. Additionally, the Fleet Manager will conduct weekly inventory checks of vehicles and ensure that all necessary documents are available and valid. They will also be responsible for conducting driving assessments for new drivers, organizing monthly driver meetings, maintaining a clean parking area, and preparing a list of substitute drivers in case of absences. The Fleet Manager will execute any other tasks as requested by the hierarchy.

Required Qualifications:
The position requires a strong set of qualifications including: excellent management skills for large teams, the ability to create a supportive work environment, and effective communication skills. Knowledge of WHO administrative policies and procedures is desirable. The candidate should demonstrate the ability to foster teamwork and respect individual and cultural differences, produce results, and create a motivating environment.

Educational Background:
Essential qualifications include a university degree in administration or a related field from an accredited institution. A professional training in mechanics is desirable but not mandatory. This educational background will provide the necessary foundation for managing the logistics and administrative aspects of the fleet effectively.

Experience:
Candidates must have at least one year of experience in logistics and/or fleet management. Previous experience in emergency fleet management with WHO, other UN organizations, or similar entities is highly desirable. This experience will ensure that the candidate is familiar with the unique challenges and requirements of managing a fleet in emergency situations.

Languages:
Fluency in French is mandatory, along with practical knowledge of local languages such as Swahili and Lingala. Proficiency in these languages will facilitate effective communication with local staff and stakeholders, enhancing the overall efficiency of fleet operations.
