Job Overview:
The Planning and Monitoring Specialist (Reporting) plays a crucial role in ensuring the quality, effectiveness, and accountability of UNICEF’s child rights-based programs in Sri Lanka and the Maldives. This position is responsible for leading and supporting program planning, monitoring, reporting, and grant management processes, applying a results-based management approach to enhance program performance and impact. The Specialist will work closely with program and operations teams to coordinate country program planning, donor reporting, and compliance with grant requirements, ultimately aiming to deliver measurable results for children. The role emphasizes the importance of equity, ensuring that all children have the opportunity to survive, develop, and reach their full potential without discrimination.

Required Qualifications:
To qualify for this position, candidates must possess a Master’s degree or equivalent in relevant fields such as Social Sciences, International Relations, International Development, or Public Administration. Additionally, candidates should have a minimum of five years of progressively responsible professional experience in areas such as Programme Planning, Results-based Management, Programme Performance Monitoring, and Grant Management. Relevant experience at the national or country-office level, including coordination with government counterparts and development partners, is essential. Candidates should also demonstrate strong skills in data analysis, evidence use, and stakeholder engagement, along with excellent oral and written communication abilities.
Educational Background:
Candidates are required to have a Master’s degree or an advanced university degree in fields such as Social Sciences, International Relations, International Development, Sustainable Development Studies, Government, Public Administration, Public Policy, Social Policy, or Community Development. Specialized training in Conflict Resolution or other relevant disciplines is also acceptable.
Experience:
The position requires a minimum of five years of progressively responsible professional experience in Programme Planning, Results-based Management, Programme Performance Monitoring and Reporting, and Grant Management. Relevant experience at the national or country-office level is crucial, particularly in coordinating with government counterparts and development partners. Experience in emergency response and familiarity with UNICEF corporate program planning and reporting systems would be advantageous.
Languages:
Fluency in English is mandatory for this position. Knowledge of a local language such as Singhalese or Tamil, or proficiency in another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.

- Programme Planning and Design: Leading the planning and design of programs to ensure alignment with UNICEF's mission and objectives.
- Grant Management: Overseeing grant management processes to ensure compliance with donor requirements and effective utilization of funds.
- Programme Results Monitoring: Monitoring program performance against established indicators and targets, ensuring accountability and transparency in reporting.
- Compliance with HACT Policies: Ensuring adherence to the Harmonized Approach to Cash Transfers (HACT) policies and procedures.
- Oversight of CSO Partnership Management: Managing partnerships with Civil Society Organizations (CSOs) to enhance program delivery and impact.
- Rights-Based and Results-Based Planning: Implementing a rights-based and results-oriented approach to programming, ensuring that the needs of the most disadvantaged children are prioritized.
- Support for Partnerships and Fundraising: Assisting in building partnerships and fundraising efforts with National Committees and bilateral donors to secure resources for programs.
