Job Overview:
The position involves recruiting a consultant to develop a Strategic and Operational Communication Plan (PSOC) for the Cameroon-CAFI partnership. The consultant will be expected to work for a period of 40 days, during which they will engage with stakeholders, gather necessary information, and formulate a comprehensive communication strategy that aligns with the objectives of the partnership. The role requires a deep understanding of communication strategies, stakeholder engagement, and the ability to translate complex ideas into actionable plans. The consultant will also need to ensure that the communication plan is adaptable and can evolve with the partnership's needs, ensuring effective dissemination of information and engagement with the target audience.

Required Qualifications:
The ideal candidate should possess the following qualifications:
Educational Background:
A minimum of a Master's degree in Communication, Public Relations, International Development, or a related field is required. Additional certifications in project management or strategic communication would be an asset.
Experience:
Candidates should have at least 5 years of professional experience in communication, public relations, or a related field, with a focus on strategic planning and stakeholder engagement. Experience working with international organizations or in a multicultural environment is highly desirable.
Languages:
Fluency in both French and English is mandatory, as the role requires communication with stakeholders in both languages. Knowledge of additional languages relevant to the region would be considered an advantage.
Additional Notes:
This position is classified as an individual contractor role, and the contract duration is for 40 days. The consultant will work remotely, and the application must be submitted through the UNDP supplier portal by the specified deadline. The role is open to both national and international candidates, and compensation will be based on the consultant's experience and qualifications.

- Creating a timeline for the implementation of the communication plan, including milestones and deliverables.
- Providing recommendations for monitoring and evaluation of the communication efforts to assess effectiveness and impact.
- Collaborating with UNDP and other partners to ensure alignment of the communication strategy with broader organizational goals.
- Presenting the final communication plan to stakeholders and incorporating feedback as necessary.
Required Qualifications:
The ideal candidate should possess the following qualifications:
- Proven experience in developing communication strategies, preferably in the context of international development or partnerships.
- Strong analytical skills with the ability to assess communication needs and challenges.
- Excellent written and verbal communication skills in both French and English.
- Familiarity with the UN system and its operations, particularly in relation to development initiatives.
- Ability to work independently and manage time effectively to meet deadlines.
- Strong interpersonal skills to engage with diverse stakeholders and build collaborative relationships.
