Job Overview:
The consultancy aims to support the integration of Gender-Based Violence (GBV) and protection risk mitigation in evacuation centres in Vanuatu. The consultant will work on a project that addresses the heightened risks of GBV faced by vulnerable groups during emergencies and displacement situations, particularly in the context of natural hazards such as tropical cyclones, earthquakes, and flooding. The Government of Vanuatu is establishing evacuation centres to enhance disaster preparedness and response efforts, and IOM, with support from UN Women, is implementing a project to ensure these centres are safe and accessible. The consultant will review and update existing GBV and Protection Risk Mitigation Guidelines for Evacuation Centres, develop training materials, and conduct workshops to strengthen the capacity of stakeholders. The consultancy is home-based and will last for six months, from September 2026 to February 2027.
Duties and Responsibilities:
The consultant will be responsible for several key deliverables, including: conducting an inception and desk review to outline the methodology and work plan; reviewing and updating the GBV and Protection Risk Mitigation Guidelines and Standard Operating Procedures (SOP) for Evacuation Centres; piloting the updated guidelines and IEC materials across three provinces (Shefa, Sanma, Malampa); convening a validation workshop with government and key stakeholders to finalize the guidelines; translating the guidelines into Bislama for local accessibility; designing and printing the guidelines and awareness posters; developing an online training module based on the updated guidelines; and conducting a two-day training workshop for various stakeholders in the provinces. The consultant will work under the supervision of the IOM Vanuatu Chief of Mission and in coordination with the National Programme Officer (Protection) and UN Women.
Required Qualifications:
Candidates must possess an advanced university degree (Master's degree preferred) in fields such as Gender Studies, Social Sciences, Development Studies, Human Rights, Public Health, Disaster Risk Reduction, Humanitarian Action, International Development, Law, or Communications. Specialized training or certification in areas related to Gender-Based Violence (GBV), Protection, Gender in Emergencies, or Protection from Sexual Exploitation and Abuse (PSEA) is considered an asset. Additionally, candidates should have a minimum of 7 years of progressively responsible professional experience in gender equality, protection, GBV prevention and response, humanitarian programming, disaster risk reduction, or emergency management. Demonstrated experience in developing and revising GBV and protection guidelines, as well as proven experience in GBViE programming, is essential.
Educational Background:
The educational background required for this position includes an advanced university degree, preferably a Master's degree, in relevant fields such as Gender Studies, Social Sciences, Development Studies, Human Rights, Public Health, Disaster Risk Reduction, Humanitarian Action, International Development, Law, or Communications. Specialized training or certification in Gender-Based Violence (GBV), Protection, Gender in Emergencies, or related areas is an asset and enhances the candidate's qualifications for the role.
Experience:
Candidates should have a minimum of 7 years of progressively responsible professional experience in areas such as gender equality, protection, GBV prevention and response, humanitarian programming, disaster risk reduction, or emergency management. This experience should include demonstrated involvement in the development, review, and revision of GBV, protection, or humanitarian guidelines, policies, and operational tools. Proven experience in GBViE programming, including prevention, risk mitigation, and survivor-centered approaches, is crucial. Additionally, experience in conducting risk assessments and developing practical guidance materials for humanitarian contexts is required.
Languages:
Fluency in English is mandatory for this consultancy, both oral and written. Proficiency in Bislama is highly desirable, as the consultant will be required to translate guidelines and materials into this language to ensure accessibility and local relevance. Language skills will be evaluated during the selection process, which may include written and/or oral assessments.

- The payment will be made upon successful delivery of the specified deliverables, with a detailed payment schedule outlined in the job description. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance and must provide proof of coverage before commencing work. The appointment is subject to certification of medical fitness, residency or visa requirements, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including sexual exploitation and abuse, and discrimination based on various factors.
