Job Overview:
The Gender Climate Infrastructure Consultant will be engaged in a consultancy contract aimed at institutional capacity building and knowledge generation on gender-transformative climate-resilient infrastructure in Vanuatu. The consultant will work on a project that addresses the impacts of climate change and natural hazards on infrastructure systems and the livelihoods of communities in Vanuatu, particularly focusing on the different experiences of women, men, girls, boys, and persons with disabilities due to existing social and gender inequalities. The role involves developing a comprehensive training package for government officials and stakeholders, conducting a gender gap analysis of climate-resilient infrastructure policies, and producing a policy brief to support advocacy and policy reform. The consultant will work under the supervision of the IOM Vanuatu Chief of Mission and in coordination with the National Programme Officer (Protection) and the UN Women EVAWG Team, ensuring that gender equality and social inclusion considerations are integrated into infrastructure planning and implementation.

Duties and Responsibilities:
The consultant will be responsible for conducting a review of national, regional, and international literature, policies, frameworks, and training resources related to gender equality, climate-resilient infrastructure, disaster risk reduction, and climate change adaptation. They will develop a tailored training package on gender-transformative climate-resilient infrastructure, ensuring it incorporates gender-transformative approaches, climate resilience principles, community-based approaches, and inclusivity for persons with disabilities and vulnerable groups. The consultant will also conduct a gender gap analysis of existing climate-resilient infrastructure policies and frameworks, deliver training sessions, and produce a policy brief summarizing key findings and recommendations. Specific deliverables include an inception report, needs assessment, training package, gender gap analysis report, and a policy brief, all to be completed by specified deadlines.

Required Qualifications:
Candidates must possess a Master's Degree in Gender Studies, Development Studies, Climate Change, Environmental Management, Disaster Risk Management, Infrastructure Planning, Sociology, Public Policy, International Development, Human Rights, or a related field from an accredited academic institution. They should have a minimum of 7 years of relevant professional experience in gender equality and violence against women and girls, with proven experience in integrating gender equality, violence against women and girls, and climate resilience into infrastructure policy and planning. Demonstrated experience in conducting gender analyses, policy reviews, and developing technical or advocacy products is essential. Experience working in Vanuatu or Pacific Island Countries and developing and delivering training programs for government and stakeholders is highly desirable. Strong organizational, time management, and interpersonal skills are required, along with the ability to work independently and produce high-quality training materials.

Educational Background:
A Master's Degree in a relevant field such as Gender Studies, Development Studies, Climate Change, Environmental Management, Disaster Risk Management, Infrastructure Planning, Sociology, Public Policy, International Development, or Human Rights is required. The educational background should be from an accredited institution, ensuring that the candidate has a solid foundation in the necessary theoretical and practical aspects of the role.

Experience:
Candidates should have a minimum of 7 years of relevant professional experience, particularly in areas related to gender equality, violence against women and girls, and climate resilience. Experience in conducting gender analyses, policy reviews, and developing advocacy products is crucial. Familiarity with the specific context of Vanuatu and the Pacific Islands, as well as experience in training and capacity-building programs, will be considered an advantage. The ability to work independently and manage multiple tasks under tight deadlines is essential.

Languages:
Fluency in English is required, both oral and written. Proficiency in additional languages may be beneficial and will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.

Additional Notes:
The consultancy contract is for a duration of 5 months, from September 2026 to January 2027, and will involve home-based work with some in-country travel. The payment will be made upon successful delivery of specified deliverables, with a detailed payment schedule outlined in the job description. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
