Job Overview:
The Information Management Officer (Beneficiary Data) will provide technical and operational support to the Project Management Unit (PMU) in Afghanistan, focusing on managing beneficiary data for various cash transfer programs. This role is crucial in ensuring effective program operations and evidence-based decision-making. The officer will work closely with partners and UNICEF users to facilitate data processing, analysis, and protection, contributing to the successful implementation of humanitarian cash transfer initiatives. The position requires a proactive approach to managing data systems and supporting the PMU's objectives in addressing the needs of vulnerable populations in Afghanistan.

Duties and Responsibilities:

• Provide direct support to partners and UNICEF users of data systems, ensuring effective utilization and troubleshooting as needed.
• Conduct third-party monitoring and facilitate beneficiary registration processes to ensure accurate data collection.
• Oversee beneficiary data processing, ensuring data integrity and compliance with established protocols.
• Manage information analysis and provide team support to enhance program effectiveness.
• Implement data protection measures to safeguard sensitive information and maintain confidentiality.
• Collaborate with the Cash and Incentives Team to support the nationwide implementation of cash transfer programs.
• Contribute to the development of data management processes that promote evidence-based decision-making across the PMU and Program Sections.

Required Qualifications:
Candidates must possess a Bachelor’s degree or equivalent in Information Management, Information Systems, Computer Science, Statistics, Economics, Social Science, or a related field. They should have at least 2 years of relevant work experience in areas such as Information Communication Technology, Information Management, Beneficiary Data Management, and Cash Transfer Programs. Proficiency in data management, analysis, and protection is essential, along with skills in programming languages such as R or Python. Candidates should demonstrate a strong understanding of cash transfer operations and beneficiary data management.

Educational Background:
A Bachelor’s degree or equivalent (First Level University Degree) in a relevant field is required. An advanced university degree (Master’s or equivalent) in a related area is desirable and may enhance a candidate's profile for this position.

Experience:
A minimum of 2 years of relevant work experience is required, particularly in Information Communication Technology, Information Management, and Beneficiary Data Management. Experience in cash transfer programming and data protection is highly valued, especially in development or humanitarian contexts. Candidates with experience in training delivery and capacity building will have an advantage.

Languages:
Proficiency in English and Dari is mandatory, with candidates expected to demonstrate fluency in both languages. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered an asset and may enhance a candidate's qualifications.
