Job Overview:
The IT Emergency Coordinator (IT EC) will play a crucial role in supporting the United Nations World Food Programme's IT Emergency Preparedness and Response Branch (TECF). This position involves preparing for, coordinating, and managing WFP’s Information Technology response to emergencies. The IT EC will be responsible for leading the Emergency Telecommunications Cluster (ETC) and ensuring that urgent communication needs of humanitarian responders are met. This role requires collaboration with various stakeholders and cluster members to facilitate recovery efforts. The IT EC will also contribute to planning and development objectives that align with the response’s strategic priorities, including Digital Assistance activities and Services to Affected Communities (S4C). The position demands a proactive approach to monitoring, evaluating, and reporting on performance and activities against humanitarian plans, recommending corrective actions as necessary. The IT EC will often work in challenging environments, requiring adaptability and resilience.
Duties and Responsibilities:
The IT Emergency Coordinator will support the Senior IT Emergency Coordinator in managing the scale-up response effectively. Key responsibilities include leading Emergency Response Technology Projects in field operations, managing field projects focused on Emergency Telecommunications Cluster (ETC) and security" style="border-bottom: 1px dotted #007bff !important;">Security Telecommunication Services (TESS), and representing the Technology Division towards Country Management. The IT EC will identify and prioritize key technology needs for delivering assistance to affected communities, write Concept of Operations (CONOPS), staffing plans, and budgets, and negotiate budgets with emergency operations management. The role also involves providing leadership to IT Emergency Preparedness and Response (EPR), organizing and chairing meetings to coordinate communication needs, and advocating for funding with donors. The IT EC will ensure adequate emergency technology preparedness, coordinate the preparation and dissemination of information for funding proposals, identify and mobilize resources, and support Digital Assistance interventions. Additionally, the IT EC will supervise national personnel and perform any other related duties as required.
Required Qualifications:
Candidates must possess a university degree in Technology, Business Management, or a relevant field, along with a minimum of 8 years of experience in a related area. Extensive practical fieldwork experience is also acceptable in lieu of a formal degree. The position requires strong technical knowledge and skills, including the ability to design, plan, and execute projects in emergency situations. Candidates should demonstrate the ability to operate in challenging living conditions, respond to emergencies within 24 hours, and work independently while engaging with partners. Excellent written and oral communication skills are essential, as is the ability to influence and adapt communication styles to various situations. A collaborative approach and strong relationship-building skills are also necessary.
Educational Background:
A university degree in Technology, Business Management, or a related field is required. Alternatively, relevant post-secondary education combined with extensive practical fieldwork experience may be accepted. The educational background should provide a solid foundation for understanding the complexities of emergency response and technology management.
Experience:
Candidates should have a minimum of 8 years of relevant experience in technology management, emergency response, or a related field. This experience should include practical fieldwork in emergency situations, demonstrating the ability to lead projects and collaborate with various stakeholders effectively. Experience in managing technology needs in humanitarian contexts is highly desirable.
Languages:
Fluency in English (level C) is mandatory for this position. Additionally, intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese is desirable. Proficiency in multiple languages will enhance communication and collaboration with diverse teams and stakeholders.
