Job Overview:
The Programme Associate position at UNDP is designed for individuals who are passionate about contributing to the development agenda in the Philippines. The Programme Associate will support the design, planning, monitoring, and management of the country programme portfolio, facilitating effective programme and project implementation. This position requires strong analytical, planning, coordination, and implementation skills to address complex development challenges. The Programme Associate will collaborate with operations, programme, and project teams to ensure timely information flow and delivery across the programme portfolio, adopting a portfolio approach to meet strategic goals.

Duties and Responsibilities:
The Programme Associate will be responsible for the administration and implementation of programme strategies, ensuring effective application of Results-Based Management (RBM) tools and achievement of programme targets. Key duties include supporting the design and implementation of mechanisms to enhance programme delivery, preparing draft project documents, work plans, budgets, and proposals, and assisting in project initiation and pipeline management. The role also involves maintaining programme management tools, tracking performance indicators, and supporting quality assurance activities. The Programme Associate will provide administrative support to the Programme Unit, ensuring compliance with UNDP policies and procedures, guiding project teams in capacity building, and maintaining documentation related to financial delivery and project implementation progress. Additionally, the Programme Associate will facilitate knowledge sharing and training for staff on programme management procedures, contributing to the synthesis of lessons learned and best practices in project management.

Required Qualifications:
Candidates must possess a minimum of secondary education, with a first-level university degree (bachelor’s degree) in Social Sciences, Public Administration, Development Studies, Economics, Political Science, Business Administration, or a related field being preferred. An advanced university degree (master’s degree) in a relevant field is desirable. Relevant qualifications include strong knowledge of UNDP policies and procedures, experience in programme or project management support, financial monitoring, and coordination with government or development partners. Certifications in project management or procurement are advantageous, as is experience with UNDP or other international organizations.

Educational Background:
The educational background required for this position includes secondary education as a minimum. A first-level university degree (bachelor’s degree) in relevant fields such as Social Sciences, Public Administration, Development Studies, Economics, Political Science, or Business Administration is preferred. An advanced degree (master’s degree) in a relevant field is considered desirable, providing candidates with a strong foundation for understanding development issues and project management.

Experience:
Candidates should have a minimum of seven years of relevant experience with secondary education or four years with a bachelor’s degree in program support, project management, or administration. Relevant experience includes programme or project management support, financial monitoring, and coordination with government or development partners. Experience with donor-funded development programmes and familiarity with UNDP or other international organizations is an asset, enhancing the candidate's ability to navigate the complexities of development work.

Languages:
Fluency in English and Filipino is required for this position. Proficiency in additional languages may be considered an asset, as it can enhance communication with diverse stakeholders and contribute to effective programme implementation.
