Job Overview:
The Health Logistician Assistant position is critical in supporting the operational functionality of Ebola Treatment Centers (CTEs) in the Democratic Republic of the Congo, particularly in the context of the ongoing Ebola outbreak caused by the Bundibugyo strain. The role involves ensuring that the infrastructure, water, sanitation, and hygiene (WASH) systems, public utilities, and health logistics functions are maintained and monitored according to established standards. The assistant will work under the supervision of the technical team to ensure that all operational activities are conducted efficiently and effectively, contributing to the overall response to the Ebola outbreak. This position requires a proactive approach to problem-solving and the ability to work in challenging environments, ensuring that all logistical and operational needs are met to support the health response.

Duties and Responsibilities:
The Health Logistician Assistant will have a comprehensive set of duties and responsibilities, including but not limited to: conducting regular inspections of the CTE infrastructure and reporting maintenance needs; monitoring the functionality of facilities, including patient areas, fencing, access points, isolation zones, and support buildings; assisting contractors and maintenance teams during repair and rehabilitation work; following up on the implementation of technical recommendations from supervisors; monitoring water supply systems and reporting any interruptions or deficiencies; supporting regular water quality checks and maintaining corresponding records; overseeing sanitation facilities, waste management systems, and hygiene conditions within the CTEs; ensuring proper waste sorting, collection, transport, and disposal practices; monitoring the preparation and use of chlorine solutions according to established protocols; participating in the monitoring of generators, fuel consumption, lighting systems, and electrical installations; reporting public utility failures and coordinating corrective actions with relevant teams; maintaining simple records related to fuel consumption and equipment status; contributing to the monitoring of stock levels of medical and non-medical supplies used in CTE operations; participating in inventory management and stock reporting; assisting in the receipt, storage, and distribution of supplies and equipment; supporting the preparation of logistical requests and replenishment documents; collecting operational data from CTE sites and regularly submitting reports to supervisors; assisting in evaluations using approved checklists and monitoring tools; maintaining accurate records of maintenance interventions, stock movements, and technical observations; participating in coordination meetings as needed; providing practical support and on-the-ground guidance to facility agents, maintenance staff, waste managers, and other personnel; and supporting the implementation of training activities organized by WHO and its partners.

Required Qualifications:
The position requires essential qualifications including a secondary school diploma or technical/commercial degree. A desirable qualification would be a degree in public health, environmental health, EAH/WASH, engineering, logistics, construction, or a related field. Additionally, a minimum of five (5) years of relevant professional experience is essential. Desirable experience includes support to health facilities, EAH/WASH activities, logistical operations, or infrastructure maintenance. Experience in Ebola response operations is required, and prior experience with WHO, UN agencies, NGOs, or Ministry of Health programs is considered an asset.

Educational Background:
Candidates must possess at least a secondary school diploma or a technical/commercial degree. A higher education degree in fields such as public health, environmental health, EAH/WASH, engineering, logistics, or construction is preferred and would enhance the candidate's suitability for the role.

Experience:
The position requires a minimum of five (5) years of relevant professional experience in health logistics, infrastructure maintenance, or related fields. Experience in supporting health facilities and involvement in EAH/WASH activities is highly desirable. Candidates with experience in Ebola response operations will be prioritized, and previous work with WHO, UN agencies, NGOs, or health ministry programs will be advantageous.

Languages:
Fluency in French is essential for this position, as it is the primary language of communication in the Democratic Republic of the Congo. Proficiency in English and local languages is desirable and would be beneficial for effective communication within the community and with various stakeholders.

Additional Notes:
This position is based in a humanitarian and security" style="border-bottom: 1px dotted #007bff !important;">security complex environment, requiring adherence to UN and WHO security policies, movement restrictions, and safety procedures. The role may involve travel within Bunia and surrounding operational areas. It is an emergency response position that may require extended hours, including evenings and weekends, depending on operational needs.
