Job Overview:
The Data Manager will play a crucial role in the Emergency Preparedness and Response (EPR) cluster, which is focused on enhancing the capacity of member states to manage health emergency risks and coordinate international health responses to contain epidemics. This position involves managing, analyzing, and ensuring the quality of data collected during cholera responses and other epidemic-prone diseases in the Tanganyika province and other areas of interest. The Data Manager will contribute to raising awareness and supporting health zones in implementing data collection, processing, and analysis strategies according to established operational protocols. The role requires a proactive approach to data management, ensuring that data is utilized effectively to guide epidemic response efforts.
Duties and Responsibilities:
Under the supervision of the WHO Field Coordinator and the Officer from the Information Management and Risk Analysis Department, the Data Manager will be responsible for: Improving the management and flow of data and information in real-time to guide the cholera epidemic response and other epidemic-prone diseases. This includes inventorying the availability of all standardized tools (both paper and software formats) necessary for collecting epidemiological and biological surveillance data. Training healthcare providers and health personnel in the intervention area on the correct use of all data collection and management tools. Maintaining a database of providers or focal points involved in data management. Supporting the daily/weekly collection, maintenance, and sharing of key databases, including alert databases, IDSR, linear lists of investigated and diagnosed cases, and contact tracking databases. Centralizing all information/data related to case responses for dashboard updates. Strengthening integrated systems through data cleaning and consistency checks. Assisting epidemiologists and specialists in synthesizing and analyzing data, including epidemiological and geospatial information collected by field teams and other sources. Timely collection and sharing of data on health system attack surveillance at the intervention area level. Supporting the production of SitReps/bulletins or any other necessary information products for communication and advocacy in favor of the response. Utilizing SNIS to seek additional useful data to enhance epidemiological analyses. Participating in various meetings (epidemiological surveillance, HIM, response coordination, etc.) to present activities, challenges, and proposed solutions. Performing any other related tasks specific to incidents as requested by the supervisor.
Required Qualifications:
Essential: A university degree in information/data management, computer science, statistics, applied mathematics, public health, GIS, or any other relevant specialty from an accredited/recognized institution. Desirable: Certified training in epidemiological surveillance. A degree in public health is an asset. Indispensable: At least two years of relevant experience in data and/or information management. Proficiency in data collection software (DHIS2 Tracker, Kobo/ODK, Google Forms). Excellent knowledge of Microsoft Office applications. Proficiency in data analysis and visualization software (MS Excel, R, Python, ArcGIS, Power BI, SPSS, STATA, etc.). Proven knowledge of data management and tracking systems in emergency interventions and relief operations. Demonstrated skills in data collection, evaluation, analysis, and monitoring in a public health context. Experience with electronic database systems and other digital solutions, software applications, and mobile systems in health. Ability to work quickly and deliver products under time pressure and tight deadlines. Willingness and ability to take responsibility, manage multiple tasks simultaneously, and prioritize workload in a high-pressure environment with competing demands and high expectations. Excellent interpersonal skills, including integrity, good judgment, teamwork, and diplomacy.
Educational Background:
A university degree in information/data management, computer science, statistics, applied mathematics, public health, GIS, or any other relevant specialty from an accredited/recognized institution is essential. A certified training in epidemiological surveillance is desirable, and a degree in public health is considered an asset.
Experience:
The position requires at least two years of relevant experience in data and/or information management. Candidates should have a strong background in using data collection software and data analysis tools, demonstrating proficiency in managing and analyzing health-related data effectively.
Languages:
Mandatory: Excellent knowledge of French. Desirable: Practical knowledge of English is a plus.
