Job Overview:
The position of Evaluation Team Leader for the BERANI II final evaluation is critical as it involves overseeing the evaluation process of a significant program aimed at improving sexual and reproductive health and rights for women and girls in Indonesia. The team leader will be responsible for the overall design and implementation of the evaluation, ensuring that it adheres to the standards set forth in the UNFPA evaluation handbook. This role requires a strategic thinker who can provide methodological guidance, coordinate the evaluation team, and ensure the quality of deliverables. The evaluation will assess the program's performance, identify facilitating and constraining factors, and provide actionable recommendations for future implementations. The team leader will also engage with various stakeholders, including the Evaluation Manager and the Evaluation Reference Group (ERG), to ensure that the evaluation process is transparent and inclusive.

Duties and Responsibilities:
The Evaluation Team Leader will have a comprehensive set of responsibilities, including:

• Leading the design and implementation of the evaluation, ensuring alignment with the Terms of Reference (ToR).
• Providing methodological guidance to the evaluation team, particularly in defining the evaluation approach, methodology, and work plan.
• Drafting and presenting the design report, as well as the draft and final evaluation reports.
• Coordinating the work of the evaluation team and ensuring the quality of all evaluation deliverables at every stage of the process.
• Engaging in meetings with the ERG and PUNOS to discuss progress and findings.
• Communicating regularly with the Evaluation Manager to provide updates and receive feedback.
• Serving as a technical expert in one of the thematic areas of the country program.
• Ensuring ethical standards are upheld throughout the evaluation process, including confidentiality and the principle of 'do no harm'.
• Integrating human rights and gender perspectives into all phases of the evaluation. 1
• Analyzing and synthesizing large volumes of data from diverse sources to inform evaluation findings.

Required Qualifications:
Candidates must possess a Master’s degree in public health, social sciences, demography, population studies, statistics, development studies, or a related field. Additionally, a minimum of 10 years of experience in conducting or managing evaluations in international development is required. Candidates should have extensive experience leading complex evaluations for United Nations organizations or other international entities, demonstrating expertise in thematic areas relevant to the BERANI II program. Knowledge of theory-based evaluation approaches and proficiency in both qualitative and quantitative data collection methods are essential. Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as public health, social sciences, demography, population studies, statistics, or development studies. Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in conducting or managing evaluations within the field of international development. Candidates should have a proven track record of leading complex evaluations, particularly those commissioned by United Nations organizations or similar international bodies. Experience in managing multidisciplinary teams and working in diverse cultural contexts is also highly valued.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the context of the evaluation or the stakeholders involved.
