Job Overview:
The Consultant to Update Legal Identity Strategy will play a crucial role in providing the institutional framework necessary to guide and strengthen the implementation of the COMPASS Legal Identity workstream. This position involves establishing a clear organizational vision, strategic priorities, programmatic entry points, and implementation parameters for legal identity interventions across all regions and contexts. The consultant will clarify IOM’s comparative advantage, define areas of engagement, and identify opportunities for partnerships and resource mobilization. The updated Strategy will streamline and strengthen synergies across IOM’s legal identity interventions, recognizing legal identity as a cross-cutting thematic area that spans multiple mandates and programmes. The consultant will engage in a consultative process involving Member States, regional and country offices, technical experts, and relevant stakeholders to ensure that the revised Strategy reflects operational realities, emerging needs, and opportunities for impact. The resulting document will serve as IOM’s corporate framework for legal identity programming, guiding strategic decision-making, partnership development, internal capacity strengthening, and programme implementation.

Duties and Responsibilities:
The consultant will be responsible for conducting a comprehensive mapping and consultation of key external stakeholders engaged in legal identity, including relevant UN entities, the UN Legal Identity Agenda Task Force, the World Bank, ICAO, and other strategic partners. They will also undertake consultations with selected IOM Member States to identify priorities, needs, and expectations related to legal identity programming. A comprehensive review and consultation process with relevant IOM departments, divisions, and offices will be conducted to assess existing capacities, experiences, areas of engagement, and opportunities for cross-functional collaboration. The consultant will define clear, prioritized recommendations grounded in IOM’s comparative advantage, addressing key developments in the field such as digital identity, artificial intelligence, and interoperability. They will facilitate and coordinate the Strategy development process, ensuring institutional alignment and collecting feedback from stakeholders. The consultant will draft and present the final version of the Strategy, including a presentation deck for validation.

Required Qualifications:
Candidates must possess a Master's degree in International Relations, Identity Management, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a university degree in the above fields with seven years of relevant professional experience is acceptable. Proven experience in developing training materials and toolkits for identity management or migration-related services is essential, as well as experience in developing guides and manuals. Familiarity with ICAO standards, civil registration, and identity management is required, and previous work with international organizations is an advantage. Candidates should have a strong knowledge of civil registration, nationality law, and identity management systems, as well as an understanding of protection-sensitive and rights-based approaches. Excellent drafting and facilitation experience is also necessary.

Educational Background:
The educational background required for this position includes a Master's degree in International Relations, Identity Management, or a related field from an accredited academic institution. Alternatively, a university degree in the aforementioned fields with additional years of relevant professional experience may be considered. This educational foundation is crucial for understanding the complexities of legal identity and migration management.

Experience:
The position requires candidates to have a minimum of five years of relevant professional experience if they hold a Master's degree, or seven years if they possess a university degree. This experience should include proven involvement in developing training materials and toolkits for identity management or migration-related services, as well as experience in creating guides and manuals. Familiarity with international standards and practices in identity management is also essential.

Languages:
Fluency in English, both oral and written, is required for this position. Additionally, a working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The consultancy will be governed by IOM's policies and procedures, and IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) free of charge for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance.
