Job Overview:
The Procurement Associate position is designed to support the procurement processes within the UNDP project aimed at addressing the environmental damage caused by the ongoing conflict in Ukraine. The role involves ensuring compliance with UNDP procurement rules and regulations while facilitating the procurement of goods, services, and individual consultants. The Procurement Associate will work closely with project staff and national counterparts to promote transparency, fairness, and efficiency in procurement activities. This position is crucial for the successful implementation of the project, which seeks to develop legislation and mechanisms for assessing and addressing environmental damage in Ukraine. The Procurement Associate will be responsible for maintaining procurement tracking tools, preparing procurement plans, and ensuring that all procurement actions provide the best value for money while adhering to ethical standards.
Duties and Responsibilities:
The Procurement Associate will have a comprehensive set of responsibilities, including: 1) Ensuring full compliance of project procurement activities with UNDP rules and regulations, implementing effective internal controls. 2) Supporting the preparation and regular updating of the Procurement Plan based on Annual Work Plans. 3) Maintaining corporate procurement systems and updating procurement tracking tools. 4) Organizing procurement processes, including RFQs, ITBs, and RFPs, and ensuring fair and competitive bidding. 5) Preparing submissions for Contract, Asset, and Procurement Committees, and facilitating the flow of information and documentation. 6) Verifying and reviewing Terms of Reference and technical specifications in accordance with UNDP regulations. 7) Serving as secretary for procurement evaluation committees, preparing documentation, and maintaining records. 8) Conducting tenders in the Quantum ERP platform and managing procurement contracts. 9) Implementing proactive contract management and resolving issues with suppliers. 10) Liaising with stakeholders throughout the procurement process. 11) Preparing Purchase Orders and contracts in the corporate management system. 12) Supporting project management on physical asset disposal and maintaining accurate inventory data. 13) Ensuring timely provision of supplies and logistical support. 14) Assisting in problem-solving and risk analysis of procurement processes. 15) Performing other duties as required by UNDP management.
Required Qualifications:
Candidates for the Procurement Associate position should possess a strong understanding of procurement processes and regulations, particularly within the UNDP framework. They should demonstrate accountability, adaptability, creativity, and professionalism. The role requires excellent judgment and decision-making skills, as well as the ability to plan and organize effectively. Strong communication skills are essential for liaising with various stakeholders and facilitating procurement processes. The ideal candidate should also exhibit self-management and the ability to work collaboratively within a team environment.
Educational Background:
A bachelor's degree in business administration, public administration, finance, or a related field is required for the Procurement Associate position. Additional certifications in procurement or supply chain management would be advantageous and demonstrate a commitment to professional development in this area.
Experience:
Candidates should have a minimum of two years of relevant experience in procurement, contract management, or supply chain management. Experience working in an international organization or within the UN system is highly desirable. Familiarity with procurement processes in emergency contexts, particularly in relation to environmental recovery efforts, would be beneficial.
Languages:
Fluency in English is mandatory for this position, as all procurement documentation and communication will be conducted in English. Knowledge of Ukrainian or Russian would be considered an asset, as it would facilitate communication with local stakeholders and suppliers.
Additional Notes:
This position is a national UN Volunteer assignment, and the selected candidate will be responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. This is a full-time role, and the Volunteer Living Allowance (VLA) is set at USD 1717 per month to cover living expenses. Additional allowances include a one-time entry lump sum of USD 350 and an exit lump sum of USD 120 for each month served. Medical and life insurance coverage is provided for the duration of the assignment, along with various leave entitlements, including annual leave, learning leave, and sick leave.
