Job Overview:
The Monitoring, Evaluation, Accountability & Learning (MEAL) Officer plays a crucial role within the DRC’s Programme Team, primarily focusing on the monitoring and evaluation of projects aimed at supporting Internally Displaced Persons (IDPs) and other communities affected by conflict in Myanmar. This position requires the officer to work closely under the supervision of the MEAL Team Leader, with frequent travel to field locations to engage directly with communities. The officer is responsible for developing and managing MEAL frameworks that measure both quantitative and qualitative progress against project objectives. This includes the creation of monitoring tools, data collection methodologies, and the analysis of data to inform project implementation and reporting. The MEAL Officer is also tasked with ensuring that the feedback mechanisms are effectively communicated and that beneficiary accountability is maintained throughout the project lifecycle.

Duties and Responsibilities:
The MEAL Officer's duties encompass a wide range of responsibilities including:

• Developing and managing MEAL frameworks to track project progress and impact.
• Coordinating with the Programme team to create monitoring tools that ensure comprehensive data collection.
• Conducting detailed data analysis and presenting findings to inform project strategies.
• Participating in Quarterly Project Review meetings to assess progress and identify areas for improvement.
• Managing documentation related to M&E activities, including assessments and reports.
• Providing training and capacity building for programme staff and partners on MEAL tools and methodologies.
• Engaging with external actors to gather relevant statistics and data.
• Managing beneficiary feedback mechanisms and ensuring timely responses to complaints.
• Maintaining confidentiality and safeguarding sensitive information related to beneficiaries. 1
• Compiling and analyzing monthly reports on complaints handling and ensuring quality assurance of the CRM database.

Required Qualifications:
Candidates must possess a University degree (BA/BSc) in a relevant field, preferably in statistics or a related discipline. Additionally, a minimum of 2 years of relevant experience in a humanitarian or development organization is required. Candidates with extended experience (3+ years) in similar roles will be preferred. Strong analytical skills, proficiency in Excel and database management, and excellent interpersonal and communication skills are essential. Candidates must demonstrate fluency in English and Myanmar, with knowledge of Kachin, Shan, and Palaung languages considered an asset. A solid understanding of the operational context in Shan State and humanitarian response principles is also necessary.

Educational Background:
The position requires a University degree (BA/BSc) or an equivalent professional qualification in a relevant field. Candidates with degrees in statistics or related disciplines will be given preference. The educational background should equip candidates with the necessary analytical skills and knowledge to effectively manage monitoring and evaluation processes within humanitarian contexts.

Experience:
The ideal candidate should have at least 2 years of relevant experience working in a humanitarian or development organization, with a preference for those who have 3 or more years of experience in similar roles. This experience should include working in environments that require strong analytical skills and the ability to manage complex data sets. Familiarity with the challenges faced by vulnerable populations and the ability to engage effectively with communities is also crucial.

Languages:
Fluency in English and Myanmar is mandatory for this position. Knowledge of additional languages such as Kachin, Shan, and Palaung is considered advantageous and may enhance the candidate's ability to communicate effectively with diverse communities.

Additional Notes:
The successful applicant will be offered a Regular contract with DRC, which includes a 3-month probation period. The contract is renewable based on funding availability and performance. The position falls within Employment Band H, which is classified as non-management. Salary and conditions will align with DRC’s Terms of Employment.
