Job Overview: The Programme Officer for the Qatar Country Programme will be responsible for managing, coordinating, and overseeing the activities of the IOM Qatar Country Programme. This role involves direct supervision by the Chief of Mission in Qatar and close coordination with relevant Regional Thematic Specialists and Divisions/Departments/Units at Headquarters. The Programme Officer will oversee the effective development and implementation of the Country Programme, exercising administrative, operational, and financial management responsibilities for relevant projects. The position requires providing operational management, guidance, and technical supervision to both national and international staff, assisting in programmatic strategy and implementation. The Programme Officer will also establish and maintain strong relationships with UN Agencies, humanitarian organizations, government entities, and community interlocutors to ensure successful implementation of the Programme. Additionally, the role involves identifying priorities during the Programme's implementation and coordinating the design and development of new projects based on emerging trends and donor interests. The Programme Officer will ensure compliance with IOM’s organizational policies and donor requirements, oversee the preparation of programme reports, and monitor progress against strategic objectives.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer include overseeing the development and implementation of the IOM Qatar Country Programme, providing operational management and guidance to staff, establishing relationships with stakeholders, identifying priorities for new projects, ensuring compliance with policies and requirements, preparing and submitting programme reports, monitoring progress against objectives, and overseeing the production of visibility materials. The Programme Officer will also mentor and support Programme staff, coordinate the development of assessment tools, and undertake travel duties as required. Additional responsibilities include participating in donor meetings, managing the elaboration of programme updates for stakeholders, and ensuring the establishment of a common Monitoring and Evaluation framework. The Programme Officer will also draft Standard Operating Procedures for Programme activities and oversee data collection mechanisms for ongoing or new programmes.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. The qualifications also include experience in programme conceptualization, development, monitoring, reporting, and evaluation, as well as experience in liaising with governmental and diplomatic authorities and organizing consultations with high-level stakeholders.
Educational Background: The educational background required for this position includes a Master’s degree or a University degree in fields related to international relations, political science, humanitarian affairs, economic development, business or public administration, or international studies. Accredited institutions are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized and reputable sources.
Experience: Candidates should have substantial experience in programme development, capacity-building activities, and liaising with governmental and diplomatic authorities. Experience in organizing consultations, workshops, and seminars with high-level stakeholders is also essential. The role requires a proven track record in programme monitoring, reporting, and evaluation, as well as familiarity with financial and business administration.
Languages: Fluency in English and Arabic is required for this position, both oral and written. Working knowledge of French and another official UN language (such as Chinese, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
