Job Overview:
The Project Officer (Rehabilitation, Reconciliation, and Reintegration (RRR) Operations) will play a crucial role in the implementation of IOM's integrated Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives in Iraq. This position is situated within the Peace, Recovery and Solutions Division (PRSD), which aims to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. The Project Officer will be responsible for planning, coordinating, implementing, and monitoring RRR activities, ensuring alignment with IOM's policies and donor requirements. The role involves regular travel to project sites, liaising with local authorities and communities, mentoring field staff, and monitoring project activities to recommend necessary adjustments. The Project Officer will also provide operational guidance and technical supervision to staff, assist in programmatic planning, and contribute to the development of new projects based on emerging trends and local context analysis. This position requires a proactive approach to building synergies within thematic teams and ensuring effective communication and collaboration across various service areas.

Duties and Responsibilities:
The duties and responsibilities of the Project Officer include:

• Planning, coordinating, and implementing RRR activities in Iraq, ensuring compliance with IOM policies and donor requirements.
• Monitoring project progress against strategic objectives and benchmarks, providing recommendations for improvements.
• Supporting the development of new projects based on local context analysis and donor interests.
• Organizing and delivering capacity-building activities for staff, partners, and government officials.
• Coordinating recruitment of staff and consultants, training and mentoring field staff, and ensuring adherence to do-no-harm principles.
• Liaising with government entities, implementing partners, UN agencies, and other stakeholders.
• Contributing to information management on project activities, including visibility and communication materials.
• Drafting Standard Operating Procedures (SOPs) for program activities as needed.
• Producing quality progress reports in compliance with donor and IOM requirements. 1
• Undertaking duty travel to monitor and support project implementation. 1
• Performing other duties as assigned by the supervisor.

Required Qualifications:
The required qualifications for the Project Officer position include:

• A Master's degree in Law, International Relations, Political or Social Sciences, International Development, or a related field from an accredited institution, with two years of relevant professional experience; or a University degree in the same fields with four years of relevant professional experience.
• Experience in program management, implementation, and project development.
• Proven ability to coordinate various projects to ensure maximum outputs.
• Experience in liaising with government authorities and national/international institutions.
• Familiarity with emergency settings and knowledge of IOM/UN program/project life cycles.
• Experience with UN and International Agencies, or NGOs is preferred.
• Work experience in the region is an advantage.

Educational Background:
Candidates must possess a Master's degree in Law, International Relations, Political or Social Sciences, International Development, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields with four years of relevant professional experience is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and analytical skills required for the position.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Master's degree, or four years if they possess a University degree. Candidates should have experience in program management, implementation, and project development, as well as coordination of various projects to maximize outputs. Experience in emergency settings and knowledge of IOM/UN program/project life cycles are crucial, along with familiarity in liaising with government authorities and other institutions. Previous work experience with UN and International Agencies or NGOs is preferred, and having work experience in the region is considered an advantage.

Languages:
Fluency in English is required for this position, both oral and written. Additionally, working knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered an advantage. The proficiency in required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
