Job Overview:
The Gender and AAP Programmatic Review Consultant will play a crucial role in supporting UNICEF Lebanon Country Office in conducting a Gender Equality and Accountability to Affected Populations (AAP) Programmatic Review. This consultancy aims to assess gaps in gender equality programming and enhance AAP commitments in alignment with UNICEF's Gender Equality Action Plan (UGEAP) 2026-2029 and Strategic Plan (SP) 2026-202
  • The consultant will facilitate the review process, ensuring that affected populations are at the center of humanitarian action and can participate meaningfully in decisions that affect them. The role involves analyzing the current programming landscape, identifying areas for improvement, and providing recommendations for future programming and emergency preparedness to achieve key gender equality results.

Duties and Responsibilities:
  • Conduct a comprehensive Gender Equality and AAP Programmatic Review for UNICEF Lebanon Country Office, assessing current programming and identifying gaps.
  • Collaborate with UNICEF staff and stakeholders to gather data and insights on gender equality and AAP issues.
  • Analyze findings and develop actionable recommendations to strengthen gender equality programming and AAP commitments.
  • Prepare detailed reports and presentations summarizing the review process, findings, and recommendations.
  • Facilitate workshops and discussions with UNICEF staff and partners to disseminate findings and gather feedback.
  • Ensure alignment of the review process with UNICEF's Gender Equality Action Plan and Strategic Plan.
  • Support the planning and prioritization of future programming based on the review outcomes.
  • Engage with affected populations to ensure their voices are heard and considered in the review process.

Required Qualifications:
  • A Master's degree in gender studies, sociology, anthropology, or a related field.
  • At least 8 years of strong technical experience in gender equality, research, and assessments or reviews related to gender equality and AAP.
  • Substantive programmatic experience in gender equality and AAP issues, including effective feedback channels and an understanding of social change.
  • Demonstrated experience in using evidence-based approaches to shape and implement gender equality programs.
  • Strong analytical skills in gender equality design" style="border-bottom: 1px dotted #007bff !important;">program design and assessment, ideally at the national level.
  • Excellent written and verbal communication skills, with strong interpersonal and presentation skills.

Educational Background:
The position requires a Master's degree in gender studies, sociology, anthropology, or a related field. This educational background is essential to ensure that the consultant has a solid understanding of gender issues and the ability to analyze and assess gender equality programming effectively.

Experience:
Candidates must have at least 8 years of relevant work experience, particularly in gender equality and AAP assessments or reviews. This experience should include strong technical skills in gender equality and the ability to support countries in implementing effective programming. Prior experience with UNICEF or other UN agencies in program planning is highly desirable.

Languages:
Proficiency in English is mandatory for this position, as it is essential for communication and reporting. Knowledge of Arabic is considered an asset, as it may facilitate engagement with local stakeholders and affected populations.
