Job Overview:
The position of IC- Consultant(e) National(e) en MRV des GES is crucial for supporting the Ministry of Environment and Sustainable Development (MEDD) in Djibouti. The consultant will play a key role in establishing a national monitoring system for the revised Nationally Determined Contribution (NDC 2.0) of Djibouti. This role involves close collaboration with both national and international consultants, as well as various sectoral ministries. The consultant will be responsible for diagnosing existing institutional and technical frameworks, ensuring the collection, verification, organization, and analysis of greenhouse gas emissions data and mitigation measures across multiple sectors including energy, transport, agriculture, forestry, land use, and waste management. The consultant will also conduct interviews with relevant institutions, assess their capacity for managing and sharing climate data, identify gaps and capacity-building needs, and facilitate coordination between the MEDD and sectoral focal points. Additionally, the consultant will validate the tools developed for the MRV-NDC system, including dashboards, data collection protocols, standard operating procedures, and institutional data-sharing mechanisms, ensuring they are tailored to the administrative realities and data sources available in Djibouti.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including but not limited to:

• Conducting a thorough assessment of existing institutional and technical frameworks related to greenhouse gas emissions in Djibouti.
• Collecting and verifying data on greenhouse gas emissions and mitigation measures across various sectors.
• Organizing and analyzing the collected data to provide insights and recommendations.
• Conducting interviews with relevant stakeholders to evaluate their capacity for data management and sharing.
• Identifying gaps in current practices and proposing capacity-building initiatives.
• Facilitating coordination between the MEDD and sectoral ministries to enhance collaboration on climate data management.
• Validating the tools developed for the MRV-NDC system, ensuring they meet the needs of Djibouti's administrative context.
• Formulating recommendations for the adaptation of these tools to local realities and available data sources.
• Preparing reports and presentations to communicate findings and recommendations to stakeholders. 1
• Engaging with the UNDP and other partners to ensure alignment with broader climate goals and initiatives.

Required Qualifications:
Candidates must possess a strong background in environmental science, climate change, or a related field. They should have proven experience in greenhouse gas measurement, reporting, and verification (MRV) systems. Familiarity with national and international climate policies, particularly the Paris Agreement and NDCs, is essential. The consultant should demonstrate strong analytical skills, with the ability to interpret complex data and provide actionable insights. Excellent communication and interpersonal skills are required to effectively engage with various stakeholders, including government officials, NGOs, and community representatives. The ability to work independently and as part of a team is crucial, as is a commitment to promoting sustainable development practices.

Educational Background:
A minimum of a Master's degree in Environmental Science, Climate Change, Sustainable Development, or a related field is required. Additional certifications or training in greenhouse gas accounting, climate policy, or data analysis would be advantageous. Candidates with relevant academic publications or research experience in climate-related topics will be given preference.

Experience:
The ideal candidate should have at least 5 years of professional experience in environmental consulting, climate change mitigation, or related fields. Experience working with government agencies, particularly in developing countries, is highly desirable. Familiarity with the UN system and experience in project management related to climate initiatives will be considered an asset. Proven track record of successfully implementing MRV systems or similar projects is essential.

Languages:
Fluency in French is mandatory, as it is the primary language of communication in Djibouti. Proficiency in English is highly desirable, as it will facilitate communication with international partners and stakeholders. Knowledge of additional languages spoken in the region would be considered a plus.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time, with flexibility in hours to accommodate project needs. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
