Job Overview:
The Programme Associate (M&E-VAM) position at WFP involves supporting the development and implementation of monitoring, review, and evaluation plans that align with WFP's institutional standards. The role is crucial for producing quality evidence on the lives of beneficiaries and informing policies, strategies, and design" style="border-bottom: 1px dotted #007bff !important;">program design. The associate will coordinate monitoring activities, manage decentralized evaluations, and support thematic reviews, positioning WFP as a reliable partner for governments in developing monitoring and evaluation strategies. The position also entails contributing to national monitoring and evaluation strategies and participating in various initiatives to enhance WFP's operational effectiveness.

Duties and Responsibilities:
The main responsibilities of the Programme Associate include:

• Contributing to the development of monitoring, review, and evaluation plans that provide relevant and strategic information to achieve expected results as defined in the Country Strategic Plan (CSP).
• Budgeting for monitoring and evaluation costs and advocating for appropriate funding and human resources.
• Supporting evidence-based decision-making regarding program design and implementation by making monitoring, analysis, and evaluation results accessible and developing innovative and informative products.
• Assisting in processing recommendations from monitoring, reviews, and evaluations to ensure necessary follow-up actions are taken.
• Enhancing the monitoring and evaluation capacity of field office staff and partners through training and information sharing.
• Mentoring and supporting field office staff in data analysis and processing to optimize their performance.
• Ensuring compliance of monitoring systems and tools with organizational standards, including minimum monitoring requirements and updated standard operating procedures (SOPs).
• Drafting and archiving regular monitoring reports for audits on progress and implementation status, and contributing to data analysis.
• Supporting the coordination of data collection and analysis systems, ensuring adherence to rigorous quality standards. 1
• Assisting in the development of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and vulnerability analysis and timely reporting on food security assessment needs according to VAM policies and guidelines. 1
• Supporting capacity building for WFP staff, partners, and government in conducting vulnerability analyses to inform effective preparedness and response activities. 1
• Ensuring or supporting market data collection and assessments at the field office to refine WFP's responses according to central SOPs. 1
• Participating in emergency response functions as needed to address urgent food security needs. 1
• Accompanying partner assessment missions and their TPM partners for external evaluations of WFP activities at the field office. 1
• Performing other tasks as required.

Required Qualifications:
The position requires the following qualifications:

• Completion of secondary education, preferably complemented by a university degree in social sciences, statistics, international development, anthropology, economics, monitoring and evaluation, or a related field.
• At least six years of relevant professional experience with increasing levels of responsibility, particularly in monitoring and evaluation activities.
• Experience in using various quantitative and qualitative analysis tools and methods.
• Proficiency in Microsoft Office applications (Excel, PowerPoint, Word), tablets, COMET, and internet navigation.
• A conscientious character with the ability to deliver products within tight deadlines.
• Familiarity with food security and nutrition issues is an asset.
• Ability to establish inter-organizational partnerships and maintain harmonious interpersonal relationships with diplomacy and tact.

Educational Background:
Candidates must have completed secondary education, with a preference for those who have a university degree in relevant fields such as social sciences, statistics, international development, anthropology, economics, or monitoring and evaluation. This educational background is essential for understanding the complexities of the role and the analytical skills required for effective monitoring and evaluation.

Experience:
Candidates should possess at least six years of relevant professional experience, demonstrating a progressive increase in responsibility, particularly in monitoring and evaluation activities. This experience should include familiarity with various analytical tools and methods, ensuring that the candidate can effectively contribute to the role's requirements.

Languages:
Fluency in French is mandatory, along with a functional knowledge of English. Proficiency in these languages is essential for effective communication and collaboration within the diverse WFP environment.
