Job Overview:
The Seed Health and Molecular Diagnostics Specialist position is crucial for enhancing the seed health diagnostics capabilities in Mauritius, particularly in the context of the evolving agricultural landscape influenced by climate change. The incumbent will be responsible for introducing and adapting molecular and biotechnological tools for seed health diagnostics, which is essential for improving the quality and resilience of the seed sector. The Specialist will work closely with the Ministry of Agro Industry and other stakeholders to ensure that the seed health and biotechnology laboratory is upgraded and operationalized effectively, thereby contributing to national food security efforts.

Duties and Responsibilities:
The Seed Health and Molecular Diagnostics Specialist will undertake a comprehensive set of responsibilities aimed at enhancing the seed health diagnostics framework in Mauritius. Key duties include: assessing the current laboratory capacity and infrastructure of the National Plant Protection Office (NPPO) regarding conventional and molecular techniques for seed health diagnosis; developing Standard Operating Procedures (SOPs) for seed sampling, molecular characterization, and seed health screening; collaborating with a Technical Working Group to adapt SOPs to local contexts; providing input on equipment specifications and procurement; training national staff on SOP/protocols development and application; conducting a Train-the-Trainer program for approximately 20 technical staff, which includes both theoretical and practical training; mentoring trainees during practice sessions; developing a trainer cascade plan for knowledge transfer; ensuring all SOPs are finalized and integrated into laboratory operations; reviewing training materials for quality; providing remote mentoring as needed; finalizing training reports; reviewing project outputs for compliance with FAO standards; and submitting an end-of-assignment report detailing contributions and recommendations for sustainability.

Required Qualifications:
Candidates must possess an advanced university degree in Seed Health and Biotechnology, molecular biology, seed pathology, or related fields from an institution recognized by the International Association of Universities (IAU)/UNESCO. Those with a bachelor's degree must have two additional years of relevant professional experience. A minimum of five years of relevant professional experience in Seed Health and Biotechnology, molecular diagnostics, and seed health testing is required. Additionally, candidates should demonstrate experience in project planning, implementation, monitoring, and reporting, as well as knowledge of results-based management and monitoring and evaluation systems. Proficiency in Microsoft Office applications is also necessary.
