Job Overview:
The E T Consultant- Infrastructure Policy Consultant position at the World Bank focuses on providing policy advice and technical assistance to governments in the area of infrastructure policy reforms aimed at disaster risk reduction. The consultant will work within the Infrastructure Vertical of the World Bank Group (WBG), which is dedicated to delivering knowledge and solutions that support the creation of resilient infrastructure. The role involves advising clients on international standards, improving regulatory alignment, and promoting resilient infrastructure through various strategies. The consultant will also support the Global Facility for Disaster Reduction and Recovery (GFDRR) in enhancing the capacity of task teams and developing knowledge products related to resilient infrastructure. This position is critical in helping countries integrate resilience measures into their infrastructure sectors, thereby contributing to sustainable development and disaster risk management.

Duties and Responsibilities:
The Infrastructure Policy Consultant will have a comprehensive set of responsibilities, including:
  • Developing and applying a policy advice and technical assistance framework to support governments in identifying and implementing infrastructure policy reforms for disaster risk reduction.
  • Advising WBG clients on international standards and strategies for regulatory alignment and coordination at national and regional levels.
  • Supporting the development of knowledge products and operational toolkits to enhance the capacity of task teams in delivering infrastructure investments related to resilience.
  • Providing technical assistance for the preparation and implementation of development policy operations and lending projects involving infrastructure and disaster risk management.
  • Building client capacity to utilize findings from policy research for developing and implementing new policies.
  • Overseeing the implementation of technical assistance activities, including planning, budgeting, and quality control.
  • Participating in field missions and providing technical input to client counterparts.
  • Monitoring and reporting on GFDRR grants implementation and advising on resilience metrics and indicators.
  • Identifying opportunities for partnerships and collaboration across WBG and external parties. 1
  • Leading knowledge-sharing activities and contributing to dissemination efforts, including conferences and workshops.

Required Qualifications:
Candidates must possess a Master’s degree in public administration, international relations, economics, urban planning, engineering, or related fields such as disaster risk management. A minimum of five years of relevant professional experience in infrastructure policy reforms and analytics is required, along with demonstrated ability to work in diverse, multicultural environments. Candidates should have expertise in resilient infrastructure adoption, including analytics for design standards and capacity building. Proven experience advising governments or private sector entities on compliance with resilient infrastructure policies is essential. A strong analytical skill set, the ability to manage multiple projects, and experience working with various stakeholders are also required. Excellent verbal and written English skills are mandatory, with knowledge of additional languages such as Spanish, French, or Portuguese being highly desirable.

Educational Background:
The position requires a Master’s degree in a relevant field such as public administration, international relations, economics, urban planning, engineering, or disaster risk management. This educational background is essential for understanding the complexities of infrastructure policy and disaster risk management, as well as for providing effective technical assistance and policy advice to governments.

Experience:
Candidates should have at least five years of relevant professional experience in infrastructure policy reforms, implementation, and analytics. This experience should include a demonstrated ability to work in diverse and multicultural environments, as well as a proven track record of advising governments or private sector entities on resilient infrastructure policy reforms. Experience working on World Bank operations and analytical activities is also preferred, particularly in the context of disaster risk management and infrastructure resilience.

Languages:
Fluency in English is mandatory for this position, as it is essential for effective communication and reporting. Knowledge of additional languages, particularly French, Spanish, or Portuguese, is highly desirable and will be considered an asset in this role, as it may facilitate communication with a broader range of stakeholders and clients.
