Job Overview:
The HR Senior Officer position is designed to provide strategic and operational HR support to UNOPS offices globally through short-term surge deployments. This role is crucial in addressing immediate operational needs by delivering timely HR assistance and ensuring the effective implementation of UNOPS HR policies and procedures. The HR Senior Officer will be involved in various HR service lines, including workforce planning, talent acquisition, contract administration, employee relations, and organizational development. The position also emphasizes the importance of knowledge management and continuous improvement initiatives to enhance surge readiness and organizational capability. The HR Senior Officer will work closely with UNOPS leadership to align HR strategies with organizational goals and support the development of a high-performing, inclusive work culture.
Duties and Responsibilities:
Required Qualifications:
The position requires a Bachelor’s degree (or equivalent) in any discipline with 4 years of relevant experience, or a Master’s degree (or equivalent) in any discipline or related fields with 2 years of relevant experience. A globally or nationally recognized professional certificate in Human Resource Management (HRM) is desired. Candidates should have relevant experience in areas such as talent acquisition, HR operations, employee relations, organizational design, and strategic HR advisory services. Experience in managing multiple HR priorities and analyzing HR data is also essential.
Educational Background:
Candidates must possess a Bachelor’s degree or higher in any discipline, with a preference for degrees related to Human Resources or management. A Master’s degree or equivalent in a relevant field is highly desirable. Additionally, a professional certification in HRM is preferred, indicating a commitment to the field and a level of expertise recognized globally or nationally.
Experience:
Candidates should have relevant experience in HR functions, particularly in talent acquisition, workforce planning, HR operations, employee relations, and strategic HR advisory services. Experience in the UN system or humanitarian response is highly valued. The role requires the ability to manage multiple HR priorities simultaneously and deliver results within tight deadlines. Experience in analyzing HR data and producing reports to support decision-making is also necessary. Desired experience includes working in multicultural teams and supporting HR functions in development or emergency contexts.
Languages:
Fluency in English is required, with French also required at a fluent level. Spanish is considered a desirable language at an intermediate level. Proficiency in these languages will enhance communication and collaboration within the diverse UNOPS environment.
Additional Notes:
This position is a remote role with a contract duration of one year, consisting of a maximum of 220 working days, with the possibility of renewal based on budget and performance. The position is classified as mid-level (ICS 09) and falls under the ICA - IICA - Retainer contract type. - Policy Development and Implementation Support: Contribute to HR policy development by providing insights on workforce trends and best practices. Lead the implementation of corporate HR strategies and initiatives, ensuring alignment with organizational goals. Design and lead HR projects that promote efficient service delivery and optimized workflows. Communicate changes in HR policies to management and personnel, offering guidance as needed. Maintain HR analytics to support informed decision-making.
- HR Advice: Provide strategic guidance on HR policies, proactively assessing HR needs and delivering consultative support to management. Design and deliver HR services that enhance the experience of personnel and partners. Collaborate with corporate HR teams to mediate on sensitive issues and promote line management accountability in HR policy implementation.
- Talent Acquisition and Management: Oversee talent acquisition processes, including recruitment, onboarding, and performance management. Coordinate the administration of various contractual modalities and lead personnel realignment exercises. Identify critical talent needs and develop plans to attract and retain key talent.
- Team Management: Oversee the HR team to ensure effective delivery of HR services across assigned geographic areas.
- Knowledge Building and Sharing: Facilitate training sessions on HR topics and contribute to knowledge-sharing initiatives. Conduct research on HR-related topics and draft reports and summaries.
