Job Overview:
The National Partnerships Consultant will be instrumental in leading the cultivation, management, and expansion of strategic partnerships across various sectors, including government entities, civil society, academia, and the national private sector. This role is crucial for advancing UNFPA's mandate in Libya, particularly in the context of evolving political, social, and economic dynamics. The consultant will be responsible for fostering multi-stakeholder engagement, enabling operational access, enhancing program delivery, and mobilizing resources and political backing for UNFPA's priorities. The consultant will work closely with the UNFPA Libya Country Office Representative and will be expected to provide strategic insights and recommendations based on ongoing political, social, and economic analyses. The position requires a proactive approach to identifying opportunities for collaboration and addressing challenges that may arise during program implementation.
Duties and Responsibilities:
The consultant's duties will include serving as the primary liaison between UNFPA and national counterparts, ensuring effective communication and problem-solving for smooth program implementation. The consultant will strengthen partnerships with national and local authorities, support the development and negotiation of agreements with government institutions, and conduct continuous analyses to identify collaboration opportunities. Additionally, the consultant will engage with private-sector entities to develop strategic partnerships focused on corporate social responsibility and resource mobilization. Responsibilities also include monitoring partnership documentation, facilitating access with government and non-government actors, and providing regular updates to the UNFPA management on partnership dynamics and program progress. The consultant will conduct field visits to assess challenges and collect feedback, ensuring that all partnership materials are documented and uploaded to the CO knowledge-management systems.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Medicine, Medical Sciences, Public Health, Social Sciences, Business Administration, International Development, Political Science, Communications, or a related field. A minimum of 2 years of experience in public sector program implementation or stakeholder engagement is required. Experience working with government institutions and private-sector actors is essential, and familiarity with donors and development partners is advantageous. Previous experience within the UN system or an international organization is considered an asset. Strong analytical, negotiation, communication, and diplomacy skills are necessary for success in this role, along with proficiency in current office software applications and corporate IT systems.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Medicine, Medical Sciences, Public Health, Social Sciences, Business Administration, International Development, Political Science, or Communications. This educational foundation is critical for understanding the complexities of public health and development issues that UNFPA addresses in Libya.
Experience:
The position requires a minimum of 2 years of relevant experience in public sector program implementation or stakeholder engagement. Candidates should have a proven track record of engaging with government institutions and private-sector actors. Experience with donors and development partners is a plus, as is previous work within the UN system or an international organization. The consultant should demonstrate strong analytical, negotiation, communication, and diplomacy skills, which are essential for navigating the complexities of partnership building in the context of UNFPA's work in Libya.
Languages:
Fluency in written and spoken Arabic and English is mandatory for this position. Proficiency in these languages is essential for effective communication with various stakeholders, including government entities, civil society organizations, and private-sector partners. Additional language skills may be considered an asset but are not required.
Additional Notes:
The consultancy is set for a duration of 11 months, starting from August 1, 2026, until May 31, 2027, with the possibility of extension. The consultant will be based in Tripoli, with travel to field locations in Libya as required. Work will be delivered electronically, and the consultant is expected to provide weekly updates to the Representative and Programme Coordinator on progress and challenges. UNFPA will provide the consultant with a desk and office stationery, but the consultant must have their own computer and necessary technology to perform their tasks.
