Job Overview:
The Local administration" style="border-bottom: 1px dotted #007bff !important;">Land Administration Specialist will be a key player in the UTF/GEO/034/GEO-F project, which is focused on the formulation and design of land consolidation in Georgia. This position is crucial for providing local support in selected pilot areas, specifically in the village of Shavghele and potentially other nearby areas. The overarching goal of the project is to introduce a fully operational land consolidation instrument in Georgia, which will be integrated with irrigation rehabilitation efforts under the World Bank's GRAIL Project. The successful candidate will be expected to contribute to increased agricultural production, more efficient land use, improved access to credit, and strengthened land rights, particularly for women. The role will involve engaging with local communities, facilitating land consolidation activities, and ensuring that the project aligns with broader agricultural and environmental objectives.
Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks including providing technical support for the implementation of the land consolidation pilot project, serving as the primary contact for local authorities, landowners, and farmers, and ensuring community engagement in the project. Specific responsibilities include leading the identification and inventory of landowners, conducting interviews, preparing feasibility study reports, supporting land valuation processes, participating in land re-allotment planning, and facilitating stakeholder consultations. The specialist will also need to identify and mitigate risks associated with the project, such as resistance from landowners or environmental concerns, and contribute to the development of a National Land Consolidation Programme based on pilot experiences.
Required Qualifications:
Candidates must possess a university degree in Land Administration, Geomatics, or a related field. A minimum of 5 years of experience in land administration and management is required, with knowledge of land consolidation considered an asset. Additionally, candidates must have a working knowledge of English at level C and must be nationals of Georgia. FAO core competencies such as results focus, teamwork, communication, and building effective relationships are essential, along with technical skills in computer literacy, data management, and excellent communication and coordination abilities.
Educational Background:
The position requires a university degree in a relevant field such as Land Administration or Geomatics. Candidates must have their educational qualifications recognized by the World Higher Education Database (WHED), ensuring that their degree is from an accredited institution.
