Job Overview:
The ICLA Officer position in Yemen's Amran Area/Hodiedah Governorate is crucial for the effective implementation of NRC's Information, Counselling, and Legal Assistance (ICLA) program. The officer will be responsible for ensuring that the program is executed in a qualitative manner while adhering to safe, inclusive, and accountable protection practices. This role involves daily operational support for program activities, coordination with relevant stakeholders, and a strong focus on monitoring and mentoring to ensure that services are delivered effectively. The officer will contribute to maintaining compliance with donor requirements and humanitarian standards, ensuring that the program meets the needs of the target beneficiaries. The position requires a proactive approach to identifying and implementing improvements in service delivery, as well as engaging with local communities and authorities to enhance their capacities.

Duties and Responsibilities:
The ICLA Officer will have a comprehensive set of responsibilities, including but not limited to: ensuring that ICLA project activities are implemented according to approved proposals and donor requirements; acting as a focal point for needs assessments and beneficiary selection; overseeing the project cycle from implementation to evaluation; providing advice and information to beneficiaries regarding project processes; promoting participative and inclusive project implementation; understanding the legal context for displaced persons and migrants in Yemen; assisting in the development of a case management system; conducting information sessions and counseling on ICLA thematic areas; preparing legal documents for target communities; establishing relationships with stakeholders; documenting findings from needs assessments; coordinating with other actors; identifying training needs; conducting research; and supporting community-based protection activities.

Required Qualifications:
Candidates must possess a university degree in law and have a minimum of three years of work experience with an NGO or local/international organization in the area of protection or human rights. Experience working as a legal and protection employee in a humanitarian or recovery context in Yemen is essential. Candidates should also have training and reporting skills, experience in research and data analysis, and documented results related to the position's responsibilities. A minimum of two years of working experience in the legal field is required, along with proficiency in Microsoft Office suites.

Educational Background:
The educational requirement for this position is a university degree in law. This background is essential for understanding the legal frameworks and principles that govern the rights of displaced persons and migrants, as well as for providing effective legal assistance and counseling to beneficiaries.

Experience:
The position requires a minimum of three years of relevant work experience, particularly in the areas of protection or human rights within a humanitarian context. Candidates should have experience working in complex and volatile environments, demonstrating the ability to adapt and respond to challenging situations effectively. Previous experience in legal roles is also necessary, with at least two years specifically in the legal field.

Languages:
Proficiency in both English and Arabic is mandatory for this position. Strong communication skills in these languages are essential for effectively engaging with beneficiaries, stakeholders, and partners. Additional language skills may be considered an asset but are not required.
