Job Overview:
The Senior Water Specialist, Governance and Regulation, will play a pivotal role in leading the World Bank Group's efforts to enhance water sector governance and regulatory frameworks. This position is integral to the WBG's mission of improving water security" style="border-bottom: 1px dotted #007bff !important;">security for people, food, and the planet. The specialist will provide strategic and hands-on advice on water sector policies, institutions, and regulatory issues, ensuring that solutions are tailored to the specific contexts of client countries. The role requires a deep understanding of global best practices in water governance and the ability to translate these into actionable strategies that lead to tangible results. The specialist will also contribute to the development of knowledge products, engage with stakeholders, and participate in corporate initiatives to ensure that the WBG remains at the forefront of water sector innovation and policy development.

Duties and Responsibilities:

• Provide strategic and hands-on advice on water sector regulatory issues, ensuring that solutions are context-specific and based on global lessons learned.
• Offer guidance on policy and institutional matters, facilitating the implementation of effective governance frameworks.
• Conduct operations-oriented research and analysis to inform client support and enhance the WBG's knowledge base.
• Contribute to the development of papers, blogs, and communication materials related to water governance and regulation.
• Participate in corporate initiatives and reviews to align WBG contributions with the latest thinking in water sector governance.
• Prepare briefings for senior management on complex regulatory issues as needed.
• Engage actively in the Water Global Department’s Leadership Team and contribute to the development of a core team of PIR experts.
• Collaborate with the Global Water Security and Sanitation Partnership to support WBG Water Global partners.
• Undertake other related tasks as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as education, economic development, or social sciences, with a Ph.D. preferred. A minimum of 8 years of relevant experience in progressively responsible positions is required. Candidates should demonstrate proven expertise in water sector regulatory issues and have hands-on experience working with water sector regulators. A strong track record in providing policy advice in WBG client countries is essential, along with operational experience in multilateral development banks or international financial institutions. Leadership and people management skills are crucial, as is the ability to work effectively in diverse teams and build partnerships across sectors.

Educational Background:
A Master’s degree in a relevant field is required, with a Ph.D. being preferred. The educational background should encompass areas related to economic development, social sciences, or other relevant disciplines that provide a strong foundation for understanding the complexities of water governance and regulation.

Experience:
Candidates should have at least 8 years of relevant experience, with a focus on water sector governance and regulatory frameworks. Experience should include working with or for water sector regulators, providing policy advice, and engaging with stakeholders in the water sector. Operational experience in a multilateral development bank or international financial institution is highly desirable.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization. While English is the preferred language, knowledge of additional languages may be considered an asset, particularly in regions where the WBG operates.
