The specialist will support coordination with partners, authorities, donors, and communities, promoting a data-driven response, institutional learning, transparency, and community participation. In both development and emergency contexts, the specialist ensures that UNICEF's interventions are timely, efficient, aligned with children's and women's rights, and focused on measurable results and sustainable impact.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a deep understanding of monitoring and evaluation methodologies. They should demonstrate a commitment to children's rights and equity, with the ability to work collaboratively with diverse stakeholders. Proficiency in data analysis software and tools is essential, along with experience in program monitoring and evaluation in humanitarian or development contexts. Strong organizational skills and the ability to manage multiple tasks effectively are also required.
Educational Background:
A bachelor's degree in social sciences, international development, public health, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's profile.
Experience:
Candidates should have at least 3-5 years of professional experience in monitoring and evaluation, preferably within the UN system or other international organizations. Experience in emergency response and working with vulnerable populations is highly desirable. Familiarity with UNICEF's mission and programs will be an advantage.
Languages:
Fluency in Spanish is mandatory, and proficiency in English is highly valued for collaboration with international donors and for report writing and presentations. Knowledge of additional languages relevant to the local context may also be beneficial.
Additional Notes:
This position is based in Caracas, Venezuela, and may require travel to other regions. The contract duration is typically for a specified period, with the possibility of extension based on performance and funding availability. The role is full-time, and the compensation package includes a monthly subsistence allowance of USD 1299.58, medical, dental, and hospital insurance, as well as life and disability insurance. Annual leave is accrued at a rate of 2.5 days per month.

- Issuing early alerts regarding trends affecting vulnerable populations to inform decision-making.
- Proposing rapid data collection plans during emergencies and supporting medium-term response monitoring.
- Coordinating with the central office to apply priority indicators for a coherent and transparent monitoring system of children's situations.
- Ensuring timely collection, validation, and reporting of relevant data related to children to support evidence-based decision-making.
- Monitoring program execution across the territory, ensuring compliance with agreements with implementing partners.
- Identifying operational bottlenecks and risks, proposing viable corrective measures.
- Supporting the planning and management of strategic evaluations focused on quality and utility for defined audiences.
- Enhancing program effectiveness through systematic data collection, analysis, accurate reporting, and documented learning. 1
- Representing UNICEF in relevant coordination meetings, ensuring bidirectional information flow with field offices and promoting UNICEF's priorities among local stakeholders.
