Job Overview:
The Assistant Livelihood and Economic Inclusion Officer plays a crucial role in operationalizing UNHCR's strategic vision to enhance livelihoods and economic inclusion for refugees. This position is pivotal in aligning efforts with the Global Compact on Refugees, which emphasizes the importance of mobilizing various actors and adopting a comprehensive approach to strengthen refugee self-reliance. The officer will be responsible for advocating for the rights of refugees to work, improving access to economic opportunities, and fostering partnerships with private sector entities, development actors, and government institutions. The role requires a proactive approach to identifying new opportunities and mobilizing resources to support economic and social integration initiatives. The officer will collaborate with multi-functional teams and external stakeholders to enhance ongoing programming and ensure that interventions are evidence-based and market-driven, ultimately contributing to the achievement of the 2030 Agenda's Sustainable Development Goals.

Duties and Responsibilities:
The Assistant Livelihood and Economic Inclusion Officer will have a diverse set of responsibilities, including: 1) Exploring and establishing partnerships with line ministries, private sector actors, and development organizations to facilitate the economic inclusion of refugees, in line with UNHCR policies and the Global Compact on Refugees. 2) Collaborating with the Protection Unit to assess the legal framework regarding the right to work for refugees and advocating for necessary policy reforms. 3) Utilizing UNHCR databases to support information sharing and coordination among stakeholders, including conducting socioeconomic surveys to inform program targeting. 4) Conducting assessments in collaboration with stakeholders to identify investment opportunities that enhance economic inclusion for refugees. 5) Providing technical assistance for livelihoods interventions to ensure they are market-based and strategically aligned with UNHCR's role. 6) Identifying and managing risks while seeking opportunities that impact objectives in the area of responsibility. 7) Performing other related duties as required to support the overall mission of UNHCR.

Required Qualifications:
Candidates must possess a minimum of one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. Essential qualifications include experience in facilitating the economic inclusion of vulnerable groups, working in partnership with various stakeholders, and knowledge of livelihood programming. Desirable qualifications include familiarity with the latest developments in the livelihoods sector and broader UN processes related to the Sustainable Development Goals and the Global Compact on Refugees. Functional skills required for this position include strategic planning and advocacy for refugee socioeconomic rights, project management, and effective networking.

Educational Background:
The educational background required for this position includes a degree in fields such as Business Management, Socio-Economic Development, Economics, International Economics, Rural Development, or Financial Management. Candidates with advanced degrees (Master's or Doctorate) in these fields may also be considered, particularly if they have relevant experience in the sector.

Experience:
The position requires candidates to have relevant experience in facilitating economic inclusion for marginalized groups, ideally in diverse field contexts. Experience in collaborating with private sector entities, NGOs, UN organizations, and government authorities in livelihood programming is essential. Candidates should demonstrate a proven track record in conducting assessments, developing livelihood strategies, and managing projects effectively.

Languages:
For this position, knowledge of English and the UN working language of the duty station is mandatory. Additionally, proficiency in the local language is required. Candidates should have at least a B2 level of proficiency in French, which is essential for effective communication in the operational context. Knowledge of English is desirable but not mandatory for this role.
