Job Overview:
The E T Consultant position at the World Bank involves working within the Financial Management (FM) unit of the Governance Global Practice (GGP) in Bhutan. The consultant will play a crucial role in supporting World Bank Group-financed projects by performing various financial management duties and providing advisory and technical assistance. This role is essential for ensuring the quality and effectiveness of financial management systems in projects, promoting the use of national Public Financial Management (PFM) systems, and enhancing corporate financial reporting standards. The consultant will be part of a regional team and will report directly to the Unit’s Practice Manager based in Washington, contributing to the overall mission of the World Bank in addressing development challenges in the South Asia region.

Duties and Responsibilities:
The E T Consultant will have a comprehensive set of responsibilities, including overseeing the financial management fiduciary work program, ensuring the quality and timeliness of inputs, managing work planning and staff allocation, and representing financial management views in key meetings. The consultant will assess the adequacy of financial management systems for World Bank-financed projects, provide implementation support, supervise project financial management, and offer advice to borrowers and Bank Task Teams. Additionally, the consultant will lead efforts in defining practices for development policy lending and governance, contribute to the use of country systems in Bank-assisted operations, and support the development of public financial management standards and institutional infrastructure. The role also involves providing technical input into policy and strategic work and supporting capacity building initiatives.

Required Qualifications:
Candidates must be qualified professional accountants (CPA, CA, or equivalent) or hold a Master’s degree in accounting, business, finance, economics, or a related field. A minimum of five years of post-qualification experience in auditing or financial management is required, ideally with knowledge of public sector financial management. Proficiency in written and spoken English is essential, along with strong communication skills for preparing reports and engaging with stakeholders. Candidates should have extensive experience in evaluating financial management systems, strong analytical skills, and knowledge of financial management practices in Bhutan and international standards such as IFRS, ISA, IPSAS, ISSAI, and the COSO framework.

Educational Background:
The educational background required for this position includes a professional accounting qualification (CPA, CA, or equivalent) or a Master’s degree in a relevant field such as accounting, business, finance, or economics. This educational foundation is critical for understanding complex financial management systems and practices, particularly in the context of public sector financial management.

Experience:
The position requires a minimum of five years of post-qualification experience in auditing or financial management. Candidates should have a proven track record of working with financial management systems, particularly in the public sector, and should be familiar with the challenges and practices specific to Bhutan's financial landscape.

Languages:
Proficiency in English is mandatory for this position, as it is essential for effective communication, report writing, and stakeholder engagement. While English is the primary language required, knowledge of additional languages may be considered an asset but is not mandatory.
