Job Overview:
The Associate Ethics Officer plays a crucial role in supporting the Chief of Ethics within the IAEA. This position involves a variety of tasks aimed at enhancing the ethics framework of the organization. The Associate Ethics Officer will be responsible for developing awareness-raising materials, conducting research, and preparing drafts that contribute to the improvement of the IAEA's ethics policies. Additionally, this role includes managing case files, ensuring confidentiality, and serving as a point of contact for staff members seeking guidance on ethical matters. The position requires a proactive approach to case management, data analysis, and collaboration with other departments to improve the overall ethics function within the organization. The Associate Ethics Officer will also assist in the preparation of reports and the implementation of the annual Declaration of Interest process, ensuring that all activities are conducted in a timely and efficient manner.

Duties and Responsibilities:
The duties and responsibilities of the Associate Ethics Officer include:
  • Document Management: Maintain, organize, and categorize both physical and electronic documents, emails, records, and databases.
  • Case Intake Management: Maintain a log of case matters, create file folders for cases, and manage an electronic repository of documents and reports.
  • Reporting: Design and generate periodic and ad hoc reports, statistical tables, and graphic content to facilitate inspections and reviews.
  • Collaboration: Work with other areas within the organization to enhance the current case management system.
  • Declaration of Interest Process: Assist in the implementation of the annual Declaration of Interest process.
  • Report Clearance: Support the clearance process of the annual report and coordinate with editing and translation services for finalization and publication.
  • Confidentiality: Maintain strict confidentiality in communications with complainants and manage relevant files and information.
  • Research Support: Assist the Chief of Ethics with research and drafting related to the Standards of Conduct for the International Civil Service.
  • Policy Research: Research UN system policies and practices relevant to the Ethics function to identify trends and best practices. 1
  • Intranet Management: Assist in managing and enhancing the Ethics intranet site and developing digital outreach materials. 1
  • Training Development: Support the development and delivery of innovative awareness-raising and training materials. 1
  • Initial Contact Point: Act as the first point of contact for staff wishing to engage with the Ethics function, including scheduling meetings for the Chief of Ethics.

Required Qualifications:
The required qualifications for the Associate Ethics Officer position include:
  • A Bachelor's Degree in ethics, law, employee relations, compliance, or a related field with a strong academic record.
  • Proficiency in MS Office and the ability to utilize databases and emerging technology tools effectively.
  • Relevant experience in providing administrative support, data management, and case file management is essential.
  • Excellent IT skills are required.
  • Fluency in English, particularly in professional writing, is mandatory. Knowledge of other official UN languages is desirable.
  • Experience working with the UN or in a multinational context is preferred.
  • Experience in conducting research and analysis of issues and data in an international organization is advantageous.
  • Experience in developing digital communications, training, and awareness-raising initiatives is also desirable.

Educational Background:
Candidates must possess a Bachelor's Degree in a relevant field such as ethics, law, employee relations, compliance, or a related discipline. A strong academic record is essential to demonstrate the candidate's capability and understanding of the ethical frameworks and legal standards relevant to the position.

Experience:
The position requires relevant experience in providing administrative support, data management, and case file management. Candidates should have a background that includes working in an international organization or a multinational context, with a focus on ethics or compliance-related functions. Experience in conducting research and analysis, as well as developing training and awareness-raising materials, is highly desirable.

Languages:
Fluency in English is mandatory, especially in professional writing. Knowledge of other official UN languages is considered an asset and is desirable for this position, as it enhances communication and collaboration within the diverse workforce of the IAEA.

Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $43,834, subject to mandatory deductions for pension contributions and health insurance. Additionally, a variable post adjustment currently amounts to US $23,758, along with dependency benefits, rental subsidy, education grant, relocation, and repatriation expenses. Employees are entitled to six weeks of annual leave, home leave travel, a pension plan, and health insurance. The appointment is subject to a satisfactory medical report, and staff members may be assigned to any location. Candidates appointed to posts in the Professional and higher categories are subject to the IAEA rotation policy, with a maximum tour of service typically lasting seven years.
