Job Overview:
The E T Consultant position at the World Bank is designed to support urban development initiatives in Kenya and Somalia. The consultant will engage in strategic initiatives such as the Northern Economic Corridor urban investment program and the Kenya Cities for Jobs and Resilience Platform (PASA). The role involves providing high-quality decision-support and geospatial analytics, which are crucial for urban resilience and recovery efforts. The consultant will be responsible for delivering decision-oriented spatial analysis, managing geospatial data, and providing technical advisory services that support lending operations and policy dialogue. This position requires a strong understanding of urban development, infrastructure planning, and climate resilience, as well as the ability to translate complex spatial information into actionable recommendations for investment prioritization and project design.

Duties and Responsibilities:
The consultant's primary duties include providing decision-oriented geospatial analysis to support urban investment prioritization, infrastructure planning, resilience diagnostics, and institutional strengthening across the Kenya and Somalia urban portfolios. Specific responsibilities include:

• Conducting integrated spatial analysis to identify priority urban nodes and assess infrastructure and climate risks.
• Supporting municipal geospatial systems and developing practical decision-support products.
• Contributing to urban resilience and recovery efforts by designing municipal risk information systems and dashboards.
• Delivering high-quality geospatial analytics that inform lending preparation, implementation support, and policy dialogue.
• Documenting data sources, processing steps, and assumptions for reproducibility.
• Ensuring that outputs are usable for public-sector data systems and government decision cycles.
• Engaging with stakeholders to understand their needs and provide tailored geospatial solutions.

Required Qualifications:
Candidates must possess a Master's degree in GIS, geospatial data science, geography, urban planning, transport planning, disaster risk management, information systems, remote sensing, or a related field. Additionally, candidates should have at least 5 years of hands-on professional experience in geospatial analysis applied to urban, infrastructure, land, transport, disaster risk management, or related sectors. Demonstrated experience advising governments or development institutions on spatial analytics and decision-support systems is essential. Strong technical skills in QGIS or ArcGIS, as well as proficiency in geospatial processing using Python, R, or Google Earth Engine, are required. Familiarity with public-sector data systems and experience in Sub-Saharan Africa are also important qualifications.

Educational Background:
The educational background required for this position includes a Master's degree in a relevant field such as GIS, geospatial data science, geography, urban planning, transport planning, disaster risk management, information systems, or remote sensing. This advanced education is crucial for understanding the complexities of urban development and geospatial analytics, which are central to the role.

Experience:
The position requires a minimum of 5 years of professional experience in geospatial analysis, particularly in urban, infrastructure, land, transport, or disaster risk management sectors. Candidates should have a proven track record of advising governments or development institutions on spatial analytics and decision-support systems, demonstrating their ability to apply geospatial expertise in practical settings.

Languages:
The mandatory language for this position is English, which is essential for communication and documentation. While English is also preferred, proficiency in additional languages may be considered an asset, particularly in the context of working with local governments and communities in Kenya and Somalia.
