Job Overview:
The National LPIS Specialist position offers a unique opportunity to play a pivotal role in Albania's EU accession process by modernizing its administration" style="border-bottom: 1px dotted #007bff !important;">land administration system. The selected candidate will lead the development and implementation of the Land Parcel Identification System (LPIS), which is crucial for agricultural land management, subsidy allocation, and property rights. This role involves close collaboration with national authorities and international experts, providing a platform for high-level policy implementation and contributing to sustainable economic growth and public trust. The position is designed for a seasoned professional eager to apply their expertise in a transformative national project with significant international implications. The LPIS is a critical tool that will enhance land governance, transparency, and economic development in Albania, addressing challenges such as data accuracy and incomplete property registration. The project aims to align Albania's land administration practices with EU standards, ensuring legal certainty and improving property rights.
Duties and Responsibilities:
The National LPIS Specialist will be responsible for a comprehensive set of duties, including but not limited to: refining the project implementation plan related to the LPIS component based on actual needs; providing strategic support to the Project Manager in stakeholder management and coordination with the Agricultural and Rural Development Agency (ARDA) and other stakeholders; defining LPIS objectives and ensuring alignment with existing national plans and EU requirements; setting up one or more LPIS pilots in selected areas and coordinating their implementation, including preliminary activities such as establishing data-sharing agreements and MoUs with relevant institutions; providing technical input on specifications and operational requirements for the LPIS, ensuring compliance with EU accession criteria; mapping existing data sources and assessing integration needs for LPIS; supporting the selection of the LPIS model based on national requirements; and undertaking other related technical assistance tasks as required and agreed with the project team.
Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as Agricultural Engineering, GIS, Geography, IT, or related disciplines. Alternatively, a first-level university degree with two additional years of relevant experience may be considered in lieu of an advanced degree. Additional certifications in LPIS or cadastral systems are desired but not mandatory. Candidates should demonstrate a strong understanding of agricultural policies and land administration systems, particularly in the context of EU regulations.
Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as Agricultural Engineering, GIS, Geography, IT, or related areas. A first-level university degree combined with two additional years of relevant experience may also be acceptable. Additional certifications in LPIS or cadastral systems are considered a plus, enhancing the candidate's qualifications for the role.
Experience:
The position requires at least five years of experience working on agricultural policies and collaborating with national authorities and government agencies. Familiarity with EU agricultural regulations, Integrated Administration and Control System (IACS), and LPIS is essential. Experience in digitalization processes related to property rights and land administration is a strong asset, as is experience working with EU and international donors, which would further enhance the candidate's profile.
Languages:
Fluency in English and Albanian is required for this position. Candidates must demonstrate proficiency in both languages to effectively communicate and collaborate with stakeholders and project partners. Additional language skills may be beneficial but are not mandatory.
