Job Overview: The Field Accountant is responsible for maintaining regular accounts, closing accounts, identifying fixed assets, archiving supporting documents, keeping periodic accounting records for one or more cash boxes, managing the advances ledger, verifying supporting documents, preparing payments, and ensuring compliance with the organization's regulations and the country's regulatory framework. The role involves identifying and mitigating accounting and legal risks, supervising these risks, and reporting them to the direct supervisor and functional manager. The accountant also participates in strengthening partners' skills in cash flow management and financial matters, ensuring adherence to HI's financial policies and processes within their area of responsibility.
Duties and Responsibilities: The Field Accountant's duties include daily recording of accounting entries in the Accounting Information System (IS), ensuring accurate descriptions and completion of mandatory fields according to HI's chart of accounts. They are responsible for receiving and verifying supporting documents, formalizing requests to create or close accounts in the IS, preparing documents for monthly, semi-annual, and annual account closures, creating fixed asset sheets in the IS, and requesting VAT exemptions. The accountant issues debit notes to debtor organizations, prepares supporting documents for auditors, manages cash disbursements, verifies compliance with financial commitment signatures, and prepares checks and bank transfer orders. They also ensure the integrity of financial documents, archive scanned documents, and contribute to the development of the accounting profession within their area of responsibility. Additionally, they play a role in emergency preparedness and response, adapting their work modality during emergencies to contribute to effective humanitarian responses.
Required Qualifications: Candidates must possess a technical or professional degree in accounting or administrative fields related to accounting. A minimum of 2 years of experience in financial/accounting monitoring of humanitarian projects is required. Proficiency in computer use and office software packages (MS Word, Excel, etc.) is essential, with advanced Excel skills, including the use of pivot tables. Experience with accounting software and working with international NGOs is also necessary.
Educational Background: The position requires a technical or professional degree in accounting or related administrative fields. This educational background is crucial for understanding the financial regulations and accounting practices necessary for the role.
Experience: Candidates should have at least 2 years of relevant experience in accounting or financial monitoring within humanitarian projects. This experience is vital for effectively managing the financial aspects of the organization's operations and ensuring compliance with regulations.
Languages: Fluency in Spanish is mandatory, as it is the primary language of communication within the organization and the local context. Proficiency in French or English is considered a good asset, as it may facilitate communication with international teams and stakeholders.
