Job Overview:
The Associate Treasury Officer position is pivotal within the IAEA's Division of Budget and Finance, which is responsible for managing the financial resources necessary for the effective implementation of the Agency's scientific and technical programs. This role involves the analysis and operational management of the IAEA's cash holdings, ensuring that funds are available to meet financial obligations, including the investment of excess cash and maintaining sufficient funds in current bank accounts. The Associate Treasury Officer will work under the general guidance of the Treasurer and will be responsible for ensuring compliance with investment ceilings, limits, and credit ratings as per approved guidelines. The position requires a proactive approach to improve Treasury operations through the use of new technology and best practices, making it essential for the candidate to be innovative and analytical in their approach to financial management.

Duties and Responsibilities:
The duties and responsibilities of the Associate Treasury Officer include:
  • Contributing to the overall objective of the Treasury by planning daily cash requirements and maintaining optimal amounts in current accounts to meet daily expenditures.
  • Retrieving and monitoring daily cash positions and preparing reports requested by the Treasurer, including compliance reports.
  • Performing the booking of treasury transactions in the financial system accurately and timely.
  • Keeping abreast of financial markets, monitoring credit ratings, and market indicators related to the IAEA's investments.
  • Making recommendations to the Treasurer for improving Treasury operations and documenting all Treasury procedures.
  • Supporting the Treasurer and Associate Treasurer in preparing information for the Investment Committee and auditors.
  • Collaborating with IT support teams to request changes, report problems, and test solutions to enhance Treasury operations.

Required Qualifications:
Candidates must possess a Bachelor's degree in accounting, finance, or business administration. Additionally, being a Chartered Financial Analyst (CFA) candidate is considered an asset. The role requires relevant experience in an international organization, financial institution, or corporate environment, particularly in cash management, investments, foreign exchange, banking, finance, or accounting. A high level of integrity, attention to detail, and accuracy is essential, along with the ability to adapt to a rapidly changing Treasury environment. Candidates should demonstrate a high level of initiative and flexibility in their work.

Educational Background:
The educational background required for this position includes a Bachelor's degree in accounting, finance, or business administration. Candidates with advanced qualifications such as a Chartered Financial Analyst (CFA) designation will have an advantage. Additional Notes:
The IAEA offers an attractive remuneration package, including a tax-free annual net base salary starting at US $43,834, subject to mandatory deductions for pension contributions and health insurance. Additionally, a variable post adjustment currently amounts to US $22,794, along with dependency benefits, rental subsidy, education grant, relocation, and repatriation expenses. Employees are entitled to six weeks of annual leave, home leave travel, and benefits such as a pension plan and health insurance.
