Job Overview:
The Shelter & Settlement Manager will play a crucial role in overseeing the implementation of Shelter and Settlement recovery activities within DRC’s South Area office. This position is under the management of the Area Programme Manager and involves a range of responsibilities, including emergency repairs, rehabilitation of social and critical infrastructure, and WASH activities. The manager will lead the Shelter team, providing technical guidance and support, while also coordinating with other departments within DRC. The role requires active participation in coordination meetings and representation of DRC in relevant forums, ensuring that field activities in Mykolaivska and Khersonska oblasts are effectively supported. The Shelter & Settlement Manager is expected to ensure high-quality sectoral interventions and coherence between ongoing and proposed projects, aligning with DRC’s overall strategy and project cycle management standards.

Duties and Responsibilities:
The duties and responsibilities of the Shelter & Settlement Manager include:

• Programme Management: Oversee project management and implementation of all Shelter activities in the South, ensuring alignment with DRC’s project cycle management standards. Coordinate, plan, and monitor all Shelter-related project activities, including emergency repairs, WASH, and rehabilitation of social and critical infrastructure. Liaise with relevant Clusters, partner organizations, and other actors in intervention areas to ensure effective collaboration.
• Accountability and Reporting: Provide inputs for donor reports, monitor implementing partners’ activities, and ensure compliance with internal and external reporting requirements.
• Programme Development and Strategy: Participate in project proposal design and development, contributing to integrated project design and ensuring strategic coherence.
• People Management: Provide line management and capacity building for sector teams, overseeing recruitment, performance management, and staff well-being.
• Coordination and Representation: Strengthen internal coordination, promote understanding of DRC’s mandate, and represent DRC in relevant sectoral forums and working groups.

Required Qualifications:
The position requires a minimum of 3 years of management experience at a mid to senior level in team management and project management/implementation. Candidates must possess a university degree, either a Bachelor's or Master's degree in Civil Engineering, Architecture, or a related field. Proven experience in complex emergency and recovery contexts is essential, along with excellent reporting skills and computer literacy, particularly in MS Word, Excel, and PowerPoint. Skills in GIS software and AutoCAD are considered an asset. Professional proficiency in Ukrainian and English is mandatory, while experience in humanitarian interventions through local partner organizations is desirable.

Educational Background:
Candidates must have a university degree, either a Bachelor's or Master's degree in Civil Engineering, Architecture, or a related field. This educational background is crucial for understanding the technical aspects of shelter and settlement management, as well as for effectively overseeing the implementation of related projects.

Experience:
The ideal candidate should have at least 5 years of proven experience in humanitarian response, specifically in Shelter and/or emergency response programmes. At least 3 years of practical experience in the relevant sector area working for an International Non-Governmental Organization (INGO) is required. This experience should include management roles that demonstrate the ability to lead teams and manage projects effectively.

Languages:
Mandatory languages for this position include professional proficiency in Ukrainian and English. These language skills are essential for effective communication within the team, with stakeholders, and in reporting. Additional language skills may be considered an asset, particularly if they enhance the ability to engage with local communities and partners.

Additional Notes:
The contract length for this position includes a 3-month probation period, with the possibility of extension based on good collaboration and available funding. The position is classified as Band F – Manager, with the designation of Duty Station in Mykolaiv. The start date is as soon as possible, and the salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national employees, starting from EUR 3276 gross per month, depending on experience and qualifications.
