Job Overview:
The primary objective of this consultancy is to conduct an integrated assessment of gender, climate, and security risks and opportunities in Niger. This assessment aims to produce analytical data and strategic recommendations that will guide public policies and national programs. The study will focus on areas particularly exposed to climate risks and conflict dynamics, such as Tahoua and Tillabéry. It will analyze the impacts of climate change on livelihoods and human security, particularly for women and girls, and explore the links between resource pressure and community tensions through a gender-based approach. The consultant will work closely with national stakeholders and under the leadership of the Ministry of Environment, Water, and Sanitation to ensure that the findings are relevant and actionable.
Duties and Responsibilities:
The consultant will be responsible for several key tasks:
Required Qualifications:
Candidates must possess an advanced university degree (Master's or Doctorate) in gender studies, environmental studies, climate change, peace and conflict studies, international development, social sciences, or related fields. A bachelor's degree combined with two additional years of relevant experience may be accepted in lieu of a higher degree. Candidates should have at least 7 years of professional experience in research or policy analysis related to gender, climate, or security, and at least 5 years of proven experience in conducting analytical studies or strategic evaluations for international organizations. Knowledge of international frameworks related to the Women, Peace, and Security Agenda and climate policies is essential, and experience in West Africa or fragile contexts is an asset. Excellent skills in gender-sensitive data collection, analysis, writing, and communication in French are required, with English proficiency being an advantage.
Educational Background:
An advanced university degree (Master's or Doctorate) in relevant fields such as gender studies, environmental studies, climate change, peace and conflict studies, international development, or social sciences is required. A bachelor's degree with additional relevant experience may be considered equivalent.
Experience:
Candidates should have a minimum of 7 years of professional experience in research or policy analysis related to gender, climate, or security. They should also have at least 5 years of experience in conducting analytical studies or evaluations for international organizations, demonstrating a strong understanding of the relevant frameworks and contexts.
Languages:
Fluency in French is mandatory, while knowledge of English is considered an asset.
Additional Notes:
This consultancy is primarily remote, with only one required trip to Niamey. The deliverables include a validated inception report, a preliminary report of findings, and a final report incorporating feedback from UN Women and partners. The expected completion dates for deliverables are set for August and September 2026, with specific timelines for each report.

- Document Review: Analyze existing national strategic frameworks (such as PAN 1325, climate policies, gender national policy, etc.) and review available studies and data on the links between gender, climate, and security in Niger.
- Methodological Design: Develop an integrated evaluation methodology that will be validated by all stakeholders and create data collection tools (questionnaires, interview guides, etc.) for approval.
- Data Collection and Analysis: Conduct consultations with national institutions, civil society organizations, and technical partners to collect qualitative and quantitative data.
- Analysis and Reporting: Analyze the collected data and produce an evaluation report that includes key analyses, conclusions, and recommendations.
- Validation and Dissemination: Present the study results at a national workshop and integrate stakeholder feedback to finalize the report.
