Job Overview: The HR Specialist - Workforce Planning and Skills will play a vital role in the HRDTD department, which is focused on modernizing talent management to meet evolving organizational needs. This position is integral to the Talent Planning and Insights Center of Expertise (CoE), which is responsible for implementing data-driven talent management solutions across the World Bank Group. The HR Specialist will engage in various initiatives related to workforce planning, organization design, and the development of skills and digital talent solutions. The role requires strong analytical skills and the ability to work across multiple projects, providing structured analysis and high-quality materials that translate complex concepts into actionable outputs. This position offers a unique opportunity to gain exposure to core talent architecture and digital enablement initiatives in a complex global environment, reporting directly to the Manager of Talent Planning and Insights.
Duties and Responsibilities: The HR Specialist will have a diverse set of responsibilities, including:
Workforce Planning and Organization Design Enablement: - Provide analytical insights for workforce planning processes, including workforce mapping and scenario modeling. - Manage components of organizational design initiatives, ensuring consistency in job definitions and structures. - Develop high-quality materials and presentations to support strategic workforce discussions. - Ensure data alignment between workforce planning systems and budget planning platforms.
Skills and Talent Infrastructure Support: - Assist in the design and implementation of the WBG skills framework, including data validation and documentation. - Support skills review engagements with VPUs, integrating validated skills into enterprise frameworks. - Ensure the effective functioning of digital talent platforms, maintaining data quality and user feedback integration. - Own the integrity of talent data across systems and processes.
Data Analysis, Reporting, and Content Development: - Conduct structured analysis to generate insights for talent strategies. - Develop concise outputs that translate analysis into actionable messages. - Contribute to the design of talent intelligence products and dashboards. - Prepare accurate reporting tailored to stakeholder needs.
Project Delivery, Stakeholder Engagement, and Continuous Improvement: - Collaborate with HR and business stakeholders to design and deliver talent initiatives. - Create user-oriented tools to support the adoption of talent processes. - Integrate external insights to inform the continuous improvement of talent solutions.
Required Qualifications: Candidates must possess a Master’s degree in Human Resources, Business Administration, Organizational Development, Data Science, or a related field, along with a minimum of five years of relevant professional experience. Familiarity with workforce planning and organization design concepts is essential, as is experience in designing and implementing core HR programs. Candidates should have exposure to structured HR frameworks and experience working with data in an HR or business context. Familiarity with HR systems and digital tools is advantageous, as is experience in stakeholder engagement and change management. Strong analytical and problem-solving skills are required, along with the ability to manage multiple priorities effectively.
Educational Background: A Master’s degree in a relevant field such as Human Resources, Business Administration, Organizational Development, or Data Science is required for this position.
